Description
CARE Rwanda seeks a Deputy Chief of Party for a $37 million, five-year, USAID-funded activity to improve and sustain the health and social wellbeing of Orphans and Vulnerable Children and People Living with HIV/AIDS, their households, and communities in Rwanda.  The overarching goal of the Improved Services for Vulnerable Populations (IVSP) program is to improve the protection of vulnerable populations against adverse circumstances.  This contributes to reducing the risk and impact of HIV/AIDS and other health conditions on the most vulnerable populations in Rwanda.  This activity will build upon USAID support to the Government of Rwanda and civil society partners to support these vulnerable populations to access health and social services that enable them to live productive lives.
The objectives of this program include:
  • Increased capacities of families and communities to provide better care for vulnerable individuals.
  • Improved household and community care and support practices for vulnerable populations, especially children.
  • Increased access to education and social services for vulnerable populations.
The Deputy Chief of Party is accountable for technical leadership of the program and will manage a team of senior staff and sub-partners to ensure quality, timeliness, and efficiency of all products and activities generated under the project.  Complementing the Chief of Party in experience and education, the Deputy Chief of Party will perform a range of managerial duties.
Job requirements:
  •     Provide a key leadership role in the project; and
  •     Guide and support both the technical direction of the program and programmatic operations.
Required Skills:
  • Master's degree or higher in management, public health, development studies, social/behavioral sciences or a closely related field (required);
  • Minimum of 5 years of experiences as a Deputy Director or senior manager of health or HIV/AIDS care, support, and prevention activities;
  • Minimum of 5 years of experience in a technical leadership/management role for a project of similar size and complexity, including experience with direct supervision of professional staff;
  • Minimum of three years of experience working with US Government cooperative agreements or contracts in a senior program management capacity;
  • Experience managing and coordinating complex development programs, preferably in Rwanda.
  • Experience building and maintaining relationships with developing country governments, international organizations, other bilateral donor and civil society representatives, and senior-level government officials.
  •  Excellent communications skills as evidenced by navigating complex processes and concepts to diverse stakeholders, including government officials at the national, provincial, and district levels, service-oriented NGOs, civil society organizations, donors, etc.
  • Strong interpersonal, writing and oral presentation skills in English.  Proficiency in French is a plus but not a requirement.
  • Willingness to travel within Rwanda up to 30%.
