Objective:
Social Impact is
pursuing a five-year $21 million ceiling IDIQ funded by USAID/Mali to support USAID/Mali’s
management information needs, facilitate program management decisions, and
shape long-term strategic direction and decision-making. The primary objective
of the contract is to establish and implement an M&E platform that builds
the capacity of USAID Mali staff and implementing partners to perform high
quality performance monitoring and verification. Additionally, the contractor
will design and conduct performance evaluations, assessments, special studies and
surveys that will help inform the design of individual activities and/or larger
projects.
Social Impact is
seeking a full-time Senior M&E Specialist to lead and manage the technical
work related to performance monitoring under this contract. The individual will
oversee, recruit for, and participate in evaluations and assessments and
baseline surveys throughout the life of the contract, and will ensure the short‐term technical experts and evaluation team members
recruited under this contract are of a high caliber and possess the required
technical expertise. The Senior M&E Specialist may also serve as the
evaluation team leader of select evaluations conducted under this contract.

Responsibilities:
- Lead/oversee the review of PMPs,
and support such technical work as reviewing reporting methods;
- carrying out training needs;
designing tools and advising DO teams on their M&E work, including
field monitoring and DQAs;
- Contribute substantively to the design
and field testing of the evaluation methodology, participatory data
collection methods and protocols, data verification techniques, and other
technical evaluation and analytical tasks conducted under this contract;
- Oversee the design, quality, development
and completion of all assessments, analytical reports and evaluations.
Qualifications:
- A Master’s degree in social
sciences, particularly in statistics, economics, public policy, public
health or other relevant field;
- Thorough understanding of USAID
policies and implementation related to evaluation and performance
management;
- Demonstrated experience in:
indicator development, data collection and analysis, data quality
assessments, and/or performance monitoring and reporting;
- Ability to guide technical teams in
developing and updating Performance Management Plans;
- Prior experience designing, working
on and preferably leading an evaluation team;
- Demonstrated ability to create and
manage Performance Management Plans;
- Experience leveraging performance
monitoring data for improving ongoing project management;
- Proven experience designing and
implementing performance and impact evaluations of development
interventions;
- Experience designing and field
testing surveys and other data collection instruments;
- Strong quantitative skills;
- Project management skills are
desirable;
- Ability to travel throughout Mali,
and work with a variety of government, partner, and;
- Fluency in spoken and written
French is required; fluency in English is highly desirable.
