ERT Logistics Officer - Juba, South Sudan

Working as an important member of a diverse team who are committed to serve the world’s most vulnerable with practical and compassionate care the ERT Logistics Officer supports many of the logistics activities of the emergency response teams. On a day-to-day basis the ERT Logistics Officer carries out a variety of functions required to ensure the logistical needs of the programme are met and that all logistical activities are delivered efficiently, accurately and on-time. All activities are carried out in line with Medair policies and procedures and according to any applicable donor, HQ or field guidelines.

Project Overview
The Emergency Response Team (ERT) works across all 10 states of South Sudan in response to acute emergencies: displacement due to conflict or disasters, returnee/refugee influxes, disease outbreaks and in emergency level malnutrition. The ERT has teams across four sectors – Health, Nutrition, Non-Food Items (NFIs)/Emergency Shelter and WASH, with teams often working together in field sites. Multiple emergency response sites are active at any given time.

Key Activity Areas
Logistics
  • Be the point person for all ERT day-to-day logistical functions across all ERT teams including:
    • Supporting logistical activities such as procurement – including procurement planning, supply chain, stock management, warehousing, transport, facilities in field locations, oversight of communication and IT.
    • Liaising with the relevant ERT project manager to provide effective logistical support to the projects and the field teams.
  • Be the point of contact between all ERT Teams and Juba based logistics positions.
  • Travel to ERT response locations and support logistics operations and needs in ERT field response sites, when required.
  • Ensure all activities are carried out in line with Medair guidelines and procedures.
  • Work with relevant team members and field management to ensure the security of the Medair base(s) and of all Medair property and equipment.

Administration
  • In close collaboration with the Medair Logistics team, meet the logistics related administrative requirements of Medair, donors, local legislation, suppliers, contractors and any other stakeholders, so that the logistical aspects of the programme function efficiently, effectively and with integrity.
  • Ensure a clear and transparent paper trail is in place for all logistical transactions.

Communication
  • Provide training, advice, mentoring and coaching as required to all relevant staff on logistical procedures, internal controls and the logistical requirements of donors.

Staff Management
  • Work with nationally recruited staff with an emphasis on developing individual and team capacity to handle a variety of logistical tasks as efficiently and effectively as possible.

Quality Management
  • Be aware of the potential for loss or fraud in logistical activities and procedures. Pro-actively work to prevent such occurrences by working with relevant line managers to improve transparency.

Qualifications
  • Professional / vocational / technical qualification in Logistics

Languages
  • Strong working knowledge of English (spoken and written)

Experience / Competencies
  • 1 year post-qualification professional experience
  • 2 years’ experience working in a cross-cultural setting, preferable in managing logistics operations in emergency settings desirable
  • Work experience in logistics
  • Solution-oriented approach; Enjoys a challenge and works hard to achieve objectives
  • Team-player with good inter-personal skills
  • Capacity to work under pressure and manage personal stress levels
  • Ability to prioritise work to meet deadlines

  • Experienced professionals in a relevant field; Overseas intercultural experience
  • Committed Christians; commitment to the Medair values
  • Strong working knowledge of English, spoken and written
  • Working knowledge of French, spoken and written, for French-speaking field programmes
  • Single or married (with no children under 18). If married, your spouse must also apply.
  • Successful completion of Medair Relief & Recovery Orientation Course (ROC)
  • Reflect the vision and values of Medair with team members, local staff, beneficiaries, external contacts
  • Able to live and work in a multicultural team under difficult conditions
  • Strong character traits, including emotional stability, adaptability, ability to handle stress, cultural and gender sensitivity, honesty, and physically fit

Working Conditions
