Disaster Resilience Project Manager Côtes-de -Fer, Haiti

To effectively plan, develop, manage, and monitor the implementation of a multi-sectoral disaster resilience project in remote regions of Haiti.

Project Overview
The communes of Cotes-de-Fer and Bainet are situated in the SE of Haiti, an area that is prone to recurrent natural disasters, namely hurricanes. This multi-sectoral disaster resilience project has outputs relating to WASH, infrastructure, and natural resource management.  The overall objective is to improve resilience, disaster-preparedness, and food security of targeted communities in the South-East Department of Haiti.  The two-pronged approach involves both improving physical infrastructure that is lacking or damaged, while simultaneously implementing an aggressive training and behaviour change component.  Overall, the project aims to increase access to water, improve sanitation practices, improve roads, and mitigate flood and soil erosion.

Key Activity Areas
Project Management, Disaster Resilience
  • Manage the assigned multi-sectorial project with outputs relating to WASH, infrastructure, and natural resource management in order to meet the project objectives within budget and within the allotted time frame.
  • Provide strong leadership of the assigned project(s).
  • Set clear objectives and record key indicators for the project activities in collaboration with the field staff and, where appropriate, with the local communities.
  • Ensure training modules are developed with clear messaging and follow up tracking.
  • Initiate and implement project evaluations and field surveys as required, evaluating the need for continued programming.
  • Provide input into the integration of beneficiary participation and accountability in all aspects of the project.

Staff Management
  • Assess the training needs of project staff and ensure that appropriate training is provided / conducted.
  • Provide coaching and technical supervision for staff in order to develop ownership and full responsibility for project activities.

Financial Management
  • Manage the budget for the assigned project and ensure all expenses are according to budget and meet the Medair standards with regard to financial management, including accountability and good governance.

Communication and Coordination
  • Develop and maintain appropriate, regular, transparent and supportive communication structures with the project team.
  • Coordinate with in country support departments and other project teams to ensure timely and efficient project implementation.

Logistics
  • Give clear and organized direction to the logistics department, particularly in relation to the purchasing of supplies and equipment, and transport of materials and staff, for the assigned project activities.
  • At the start of the project, work with logistics to create a detailed procurement and delivery plan to ensure the timely distribution of materials.

Quality Management
  • Ensure the assigned projects are implemented in line with donor proposals and requirements and in accordance with Medair, donor, country and international standards i.e. Sphere and HAP standards.

Qualifications
  • Higher level qualification in a technical field, preferably Natural Resource Management, Agriculture, or Environmental Engineering
  • BSc / MSc in Water / Environmental Engineering, Hydrology, Land Management or Agriculture desirable

Languages
  • Strong working knowledge of English (spoken and written)
  • Working knowledge of French (spoken and written) required; Strong working knowledge of French desirable

Experience / Competencies
  • 2 years post-qualification professional experience in a relevant field
  • Experience working in a Disaster Resilience programme in a developing country desirable
  • Technical soil conservation, land management, agriculture skills within a humanitarian setting
  • Aptitude for community mobilisation and capacity-building; problem solving ability
  • Commitment to consultative and servant-minded leadership
  • Passionate about serving the poor

Working Conditions
