Job Purpose:

To provide overall support and high-level advice to Chair, CRP concurrent Head, Office of the Compliance Review Panel (OCRP) in carrying out the functions of the CRP and OCRP. The incumbent will (i) provide advice and guidance in the compliance review process (ii) support in discharging the responsibilities of the Head, OCRP as required; (iii) convene internal liaison and outreach; (iv) lead producing and ensure publishing of documentations and reports. The incumbent shall ensure confidentiality on all matters relating to cases and on the activity of the CRP/OCRP. Work within a broad concept and framework to define own scope of objectives and activities, applying a high level of autonomy in selecting appropriate methods and approaches.

Expected Outcomes

a. Support to CRP, Chair and Members
- Provide advice and support the Chair, CRP in implementing ADB’s accountability mechanism.
- Support the CRP members in carrying out investigation and monitoring activities under the compliance review function of the ADB Accountability Mechanism.
- Coordinate CRP’s activities with the accountability mechanism of other co-financing institution in conducting compliance reviews of the same project.
- Manage the roster of independent technical experts who can assist the CRP in its work.
- Oversee consultants engaged to assist the CRP in carrying out its work.
b. Compliance Review Requests 
- Support the CRP in conducting investigation and in determining facts, data and responsibilities in relation to compliances by desk review, interview and/or field visits.
- Coordinate the processing and registration of requests in collaboration with the Compliance Review Officer (CRO).
- Prepare the CRP Terms of Reference, and the evaluation of eligibility of the request in consultation with CRP
- Participate in missions, if required, and contribute in compliance review processes and preparation of back-to-office and other reports.
- Prepare comprehensive reports on compliance review, including its disposition and resolution, and monitor and report the status of these compliance reviews.
- Oversee the writing of CRP’s Draft Report; provide expert advice and review of the Final Report.
- Oversee the implementation of the Board decision and in the preparation of the CRP’s Progress Monitoring Report and the Annual Monitoring Report.
c. Internal Liaison
- Lead information dissemination, conduct public outreach regarding the ADB accountability mechanism within ADB and in member countries, and ensure an integrated approach on activities relating to the ADB accountability mechanism with the Office of the Special Project Facilitator (OSPF) and other ADB relevant departments/offices.
- In consultation with Chair, CRP, manage facilitation of the CRP’s communication and coordination with the Board, Management, OSPF and staff.
d. Outreach and Communication
- Develop the design and lead the conduct of outreach programs to various stakeholders.
- Lead initiatives to familiarize requesters, civil society among developing member countries (DMCs), executing agencies, ADB management and staff with the Accountability Mechanism.
- Carry out outreach programs within ADB and with the public that includes a holistic introduction to the Accountability Mechanism.
- Ensure integration of information dissemination and public outreach with ADB’s activities in coordination with OSPF, operations departments, NGO and Civil Society Center (NGOC) and Department of External Relations (DER).
- Maintain compliance review interfaces in the ADB Accountability Mechanism website
- In consultation with OSPF, oversee the production of information packet about Accountability Mechanism, with focus on the different processes and remedies available.
e. Knowledge Management
- Prepare annual reports of the CRP to the President on the progress of activities, and publishing of the annual reports.
f. Staff Supervision.
- Assist Head, OCRP to create and lead multi-disciplinary teams and ensure the overall quality of work.
- Manage the performance of teams and individuals, providing clear direction and regular monitoring and feedback on performance.
- Provide coaching and mentoring to team and individuals and ensure their ongoing learning and development.
g. Office Administration
- In consultation with the Head, OCRP, oversee budget preparation and monitoring of annual budget and work program and budget framework write-up and submissions to the Budget, Personnel, and Management Systems Department (BPMSD) and Strategy and Policy Department (SPD).
- Prepare Quarterly Briefings for the Board Compliance Review Committee (BCRC).
- Review part-time members’ time sheets and claim forms process prior to review by Chair, CRP.
- Serve as OIC of OCRP in the absence of Head of OCRP.

Educational Requirements:

  • Master's Degree, or equivalent, in economics, environment, law, or social sciences, or related fields. University Degree in economics, environment, law, or social sciences, or related fields combined with specialized experience in related organization may be considered in lieu of a Master’s Degree.

Relevant Experience And Other Requirements:

  • Suitability to undertake the responsibilities mentioned above at the required level.
  • At least 15 years of professional experience in working with DMCs, particularly in social sectors and infrastructure at senior level. International experience working in several countries.
  • Knowledge and experience in applying safeguard policies and other related policies of development projects
  • Capability in doing or familiarity with research and/or investigative type works.
  • Familiarity with the objectives and functions of multilateral development and financing agencies
  • Ability to make sound, impartial and fair judgment
  • Strong interpersonal skills and ability to carry out effective dialogue with stakeholders, including government officials, civil society and non-government organizations
  • Excellent skills to liaise and work effectively with staff, Management, Board of Directors and with external clients, member governments, other international organizations and comparable institutions, civil society, and non-government organizations
  • Excellent oral and written communication skills in English.
