Job Purpose:

To contribute to Uzbekistan Resident Mission (RM) by handling portfolio management, loan/technical Assistance (TA) processing and administration, project performance management, and other general sector activities.

Expected Outcomes

Portfolio Management
- Reviews, analyzes and recommends project implementation arrangements for better project impacts of ADB-financed projects in host country.
- Monitors the implementation progress of works of assigned projects, and assesses their impacts and performance.
- Interacts with the government, civil society, other international/local organizations, and other project stake-holders for improvement of project portfolio management and other project administration matters.
- Participates in the annual country portfolio and program review missions and assists in conducting country portfolio reviews as necessary.

Project Management
- Administers and implements delegated projects, including independently conducting the project review missions.
- Assists Headquarters missions and the RM staff in analyzing issues concerning achievement of the project objectives and impacts and dealing with project management and institutional arrangement issues.
- Reviews design of project components, including environment and social aspects, and procurement/recruitment documents.
- Coordinates and helps in administering non-delegated loans and TAs.
- Assists in TA and loan fact-finding and appraisal missions as necessary.
- Prepares annual contract awards and disbursement projections for assigned projects and monitors achievements from time to time with a view to achieve the projection targets.
- Assists in improving project implementation management through the use of proven project management techniques including design and monitoring frameworks and critical path analysis.
- Facilitates communication between ADB, the executing agencies and the Government to ensure smooth project management.

Policy and Project Evaluation
- Provides appropriate advice on policy and institutional reforms in the sector and projects for which he/she is responsible.
- Prepares project and technical assistance completion reports.

Knowledge Sharing
- Trains executing and implementing agency staff in use of result-based project management techniques.
- Familiarizes on result-based project monitoring and evaluation (RBPME) and encourages the use of RBPME focusing on monitoring of outcome indicators.

Others
- Prepares project briefing papers and seminar papers as required.
- Undertakes any related assignments as requested by Head of Unit/Country Director.
- Performs other tasks as assigned and reflected in the incumbent’s work plan.

Educational Requirements:

Bachelor’s degree in engineering, business, finance, economics, or related field, preferably with Master’s degree of equivalent.

Relevant Experience And Other Requirements:

Work experience
  • At least 8 years of professional experience in project administration/management and at least 4 years of supervisory experience.
Technical knowledge
  • Some exposure to the various stages of the project cycle (e.g. project planning/feasibility analysis; detailed design; project implementation/construction supervision/contract management) is desirable
  • Experience in working for/with ADB or World Bank-funded projects is an advantage
  • Sound knowledge of government institution/administrative systems/procedures in project implementation and management
- Sound knowledge of competitive bidding procedures and exposures to the domestic construction and consulting industries in the host country.
- Exposure to project implementation procedures, particularly procurement and consultant guidelines and/or FIDIC conditions of contracts in internationally-financed projects
- Able to participate in multi-disciplinary missions or lead a mission of technical specialists
- Effective report-writing skills and excellent command of written and spoken English
- Proficiency in word processing, spreadsheets analysis and information technology

- Able to mentor junior National Staff (NS) and/or Administrative Staff (AS) to facilitate work planning, delivery, and quality review.
