Job Summary


The Australia Indonesia Partnership for Justice (‘AIPJ’) is a five year program (through to December 2015) funded by Australian AID. 
The strategy of AIPJ is to focus on realising the rights of Indonesians, in particular poor women, vulnerable children and people with disabilities.  The program approaches realising rights by encouraging coalitions and working in partnership with key government institutions (the supply side) as well as civil society and local communities (the demand side), and the intersection between the two. 
Building on the successes of previous Australian law and justice programs, AIPJ focuses on the following rights:
  • Legal identity (birth, marriage and divorce certificates) as one precondition to realising basic economic and social rights, such as education and health care.
  • Fair and accessible justice services and
  • Legal information.
In working to realise these rights, AIPJ focuses on both national and sub-national levels, where central decision-making is taken, and where lessons from the field can inform this decision making.  Support is targeted at areas that Indonesia has identified as being of critical importance to the sector, and for which assistance is likely to bring about sustainable and meaningful impacts, namely:
  • Judicial dispute resolution mechanisms
  • Prosecutions Office
  • Anti-corruption
  • Legal aid.
AIPJ will work to develop the capacity of civil society and disability organisations to support law and justice sector reform.  This entails both organizational capacity strengthening, as well as technical support in areas related to realising rights, the priority areas identified above and areas that emerge as the partners’ core mandate.   It is envisioned that the network of organizations supported through this component would become a “brain trust” for critical thinking and learning about Indonesia’s efforts to reform the justice sector, as well as for research, inquiry and learning that will support the development and testing of innovative new approaches to implementing reform going forward. 
AIPJ’s approach to realising rights will be supported through partnerships and promoting policy dialogue between Indonesian and Australian law and justice institutions. This is in recognition of the growing Australian whole-of-government interest in building partnerships with counterparts in Indonesia, and the fact that some of the most successful activities under previous Australian assistance to the sector involved peer-to-peer linkages.

AIPJ welcomes applicantions from International or Indonesian nationals for the position of Deputy Team Leader.  This is a full-time position based in Jakarta with regular national travel.

Key Responsibilities

The Deputy Team Leader will work closely with the Team Leader to oversight the day-to-day implementation of Program activities, including recruitment, contracting, and monitoring of activity compliance and performance. The Deputy Team Leader will manage Program and activity finance, administration and logistics, as well as managing the performance assessment process for AIPJ staff. The Deputy Team Leader will also manage implementation of the AIPJ Communication Strategy.
Specifically the Deputy Team Leader will:

  • Oversight recruitment of consultants as required, including the Technical Support Pool;
  • Oversight preparation/finalisation of contracts for Program partners, implementers and consultants, incorporating statements of work (SOW) prepared by the Program team;   
  • Manage day-to-day implementation of Program activities, ensuring requirements of the SOW are met from a compliance perspective, cross-checking with the Team Leader and technical teams from a technical quality perspective;
  • Manage a system for the performance management and professional development of AIPJ staff, coordinating input from the Team Leader as required; 
  • Manage the ongoing assessment of and response to Program risks, including the regular update of the Risk Management Strategy with input from the Team Leader and AusAID;
  • Prepare monthly activity status reports and attend fortnightly meetings with AusAID;
  • Oversight Program and activity administration, procurement and logistics, including secretariat support to AIPJ team meetings, the Working Committee and Partnership Board, as well as facilitation of Australian Government agency assistance (under the direction of the Team Leader);
  • Oversight Program finances, including Program and activity budgets and reporting, as well as monitoring and approving disbursement and acquittal of activity funds (grants, expenses, advances, invoices);
  • Manage the implementation of the AIPJ Communications Strategy, including oversight of AIPJ Website, and production of the quarterly newsletter;
  • Under the leadership of the Team Leader, maintain and foster strong relationships and partnerships with law and justice stakeholders involved in program implementation; and
  • Represent AIPJ at the activity level, or delegate as required.​

Other Requirements

Essential

  • At a minimum, degree in relevant field such as management, HRM, international development.
  • At least 10 years’ relevant experience and demonstrated achievement in operations/management of development programs, including at least 5 years in similar role with AusAID/other donor programs.
  • Demonstrated experience in management of large, multi-disciplinary and multi-national teams.
  • Demonstrated practical experience in operational management of complex projects, ideally in national and sub-national settings.
  • Experience working in developing countries, preferably with experience in justice or governance related programs.
  • Excellent organisational, planning and time management skills.
  • Strong interpersonal skills and excellent verbal and written communication skills in English
  • Ability to plan and develop appropriate responses to complex situations, ensuring team and partner engagement.
  • Demonstrated high-level experience in relationships management with a diverse range of government, NGO and community stakeholders.
Desirable
  • Post graduate qualifications relevant to role.
  • Verbal and written communication skills in Indonesian.
  • Previous experience working in South-East Asia.
Position status
Approved for the period July 2013 – May 2014. AIPJ is a five-year program of support to December 2015. Subject to head contract extension, there is the possibility of an additional 1 year and 7 months contract extension. ​
