Job Purpose:

Coordinate ADB’s efforts on water-related disaster risk management as part of the integrated water resources management (IWRM) process, and provide technical and policy advice to mitigate water-related disasters through ADB’s technical assistance and loan projects. Support ADB Management, Water Community of Practice (CoP), and RSDD to implement ADB’s Water Policy and Water Operational Plan 2011-2020 by accelerating IWRM implementation and addressing aspect of water-related disaster risk management in ADB’s technical and loan projects. Support regional departments (RDs) to identify, develop, and implement technical assistance and loan projects on water resources management, especially on water-related disaster risk management; develop non-lending products and services for knowledge management and capacity development both internally and externally. Work with broad policies and objectives, working directly with clients, with supervision of critical tasks.

Expected Outcomes

a. Strategy and Planning
- Provide information and analyses towards the development of strategies for water-related disaster risk management in developing member countries (DMCs), in consultation with RDs, Water CoP, relevant government agencies, Resident Missions (RMs) and development partners.
- Contribute to draft country partnership strategies by providing background information on water resources including water-related disasters.
b. Project Management
- Support RDs to identify, develop, and implement technical assistance and loan projects on water resources management, especially on water-related disaster risk management.
- Identify and develop opportunities for ADB to assist projects aimed at mitigating water-related disasters as part of the IWRM process.
- Ensure the application of ADB’s Water Policy and Water Operational Plan 2011-2020 in the design and implementation of ADB-supported IWRM projects.
c. Knowledge Sharing
- Contribute to ADB and other regional water events by providing latest data, best practices, lessons learned, innovative methodologies and technologies, and knowledge products on water-related disaster risk management.
- Organize events to support and guide ADB interventions, strategies and investments in water-related disaster risk management, in collaboration with knowledge partners.
- Represent RSID and ADB at water events and international fora.
- Strengthen and expand partnership with knowledge partners.
d. Staff Supervision
- Take the role of mission leader and supervise the work of mission members.
- Supervise the performance of reporting staff, providing clear direction and regular monitoring and feedback on performance.
- Ensure the on-going learning and development of reporting staff.

Educational Requirements:

- Master’s degree or equivalent in civil engineering, disaster risk management, or related fields. A university degree in civil engineering, water resources, hydrology, combined with specialized experience in similar organization/s, may be considered in lieu of a Master’s degree.

Relevant Experience And Other Requirements:

- Suitability to undertake the responsibilities mentioned above at the required level
- At least 8 years of relevant professional experience in water sector, especially on water-related disaster risk management
- Experience in design or implementation of water-related disaster risk management in the context of IWRM process
- Able to articulate and represent ADB’s activities and directions in conferences and workshops including to non-technical audiences. Ability to dynamically participate in networks, and interact effectively with ADB management, staff, and counterparts in other institutions
- Excellent oral and written communication skills in English
- International experience working in development in several countries
