Job Purpose:

Conduct applied policy research and provide ADB developing member countries (DMCs) with technical assistance on policy analysis and economic thematic work, particularly using innovative micro-level survey data analysis techniques. Develop and disseminate knowledge products for capacity building on economic analysis principles and methods. Work within broad policies and objectives with supervision for unfamiliar or critical tasks.

Expected Outcomes

a. Economic Research Work
  • Undertake applied research on poverty, human capital development, labor markets, SMEs, social protection, or related topics and the relationship between economic policies and inclusive growth in the DMCs.
b. Project Management for Capacity Building
  • Design, process, implement and administer technical assistance (Advisory Technical Assistance or ADTA and Research and Development Technical Assistance or RDTA) projects for DMCs to improve policy and project analysis capacity, particularly in the area of economic development.
c. Policy and Investment Analysis Research
  • Review and provide advice and comment on ADB's economic and policy analysis work.
  • Develop appropriate methodologies for policy and project analysis as input into ADB’s country strategies, program, and projects.
  • Develop analytical tools for micro-level data to enrich operational policy and economic analyses.
d. Knowledge Management
  • Develop knowledge products (i.e. papers, reports, etc.) for capacity building on economic analysis principles and methods
  • Contribute to major ADB documents, including Key Indicators.
  • Assist in organizing statistical data and evaluate their quality and relevance to policy makers.
  • Foster collaboration and coordinate economic research, dissemination, networking and capacity building activities with outside researchers, including bilateral and multilateral institutions.
  • Participate in and contribute to relevant internal and external training and conferences and other activities for advocacy, dissemination and knowledge building.
e. Staff Supervision
  • Provide leadership and support to reporting staff.
  • Supervise the performance of reporting staff, providing clear direction and regular monitoring and feedback on performance.
  • Ensure the on-going learning and development of reporting staff.

Educational Requirements:

A university degree in Economics or related fields, preferably at the doctorate level or its equivalent, with strong background in microeconomics, development economics, and econometric analysis.

Relevant Experience And Other Requirements:

  • Suitability to undertake the responsibilities mentioned above at the required level
  • At least 6 years of relevant professional experience with proven publications records in economic research related to development or poverty issues, or other related area
  • Excellent oral and written communication skills in English
  • International experience working in several countries
