Job Purpose:

Provide substantive technical input, analysis, and advice in education-related areas during the formation and articulation of policies and strategies in DMCs. Lead assigned education sector work, loan, grant, and technical assistance (TA) development, implementation, completion, and learning products, ensuring that implemented projects and TAs are in accordance with ADB guidelines and interests and the improvement of sustainable, strong education systems in the DMCs of the region. Facilitate the identification of opportunities for potential ADB projects and the development of DMC pipelines for the education sector. Work within general policies, principles and goals, working directly with clients.

Expected Outcomes

Take a leading role in tasks and assignments to deliver in the following broad outcome areas:
Strategy and Planning
- Work with multi-disciplinary team to support the development of policies and strategies in the education sector in DMCs in consultation with relevant government agencies and Resident Missions (RMs).
- Independently conduct dialogue with government officials and stakeholders of DMCs on education sector policy and reform, including approaches and priority areas for investment and enhancement of efficiency.
- Participate actively in country teams and provide inputs on education sector issues for Country Partnership Strategies (CPS). Seek methods for cross-sectoral collaboration.
- Engage actively with other development partners working in the sector and collaborate on sector and thematic work, policy dialogue, and consistency of policy advice and investments. Seek opportunities for cofinancing.
- Conduct economic, sector and thematic work such as economic analysis on the education sector.
- Collaborate and coordinate with RMs for consistency of approach, exchange of experiences and continuous improvement of practices and integration of education sector policy commitments to the management of projects.
- Provide guidance on economic and financial analysis for the design, development and processing of loan and TA projects.
Project Management
- Lead in the identification, development, processing and administration of loans and TA projects of moderate to high level of complexity in the Education sector,
- Liaise with and coordinate government agencies, stakeholders and other relevant parties in the implementation of Education sector loans, TA projects and non-lending products and services (NLPS).
- Ensure key technical, economic, financial and cross-cutting issues are incorporated into projects.
- Administer the implementation of loans and TA projects, ensuring timely and complete documentation of all key events and client dialogue, and ensure compliance in accordance with relevant ADB guidelines and procedures.
- Finalize project completion documentation, and ensure lessons learned are incorporated into relevant planned work.
Knowledge Sharing 
- Lead the development and maintenance of a suitable network within the Education/Social sector to review and exchange information on latest developments and issues.
- Engage with the COP Education to ensure cross-learning, and provide appropriate knowledge products and presentations to ADB staff, DMCs and other stakeholders based on research, experience, and project results.
- Substantially contribute to sector and thematic studies, advocacy and knowledge products dissemination on Education sector and policy issues.
Staff Supervision
  • Take the role of coach to develop capabilities/potential of reporting staff and interested colleagues.
  • Supervise the performance of reporting staff with oversight from more senior staff, providing clear direction, guidance, opportunities to learn, and regular constructive monitoring and feedback on performance.
  • Plan and ensure the on-going learning and development of reporting staff.

Educational Requirements:

- Master’s degree in Education/Social Sciences or other related specialized fields. University degree in Education/Social Sciences or other related fields, combined with specialized experience in similar organization/s, may be considered in lieu of a Master’s degree.

Relevant Experience And Other Requirements:

Work experience
- At least 10 years’ relevant experience within the Education field at senior levels (e.g. leading projects)
- International experience working in several countries within the education sector.
Technical knowledge
- Provide application of expertise within a specific area, or breadth across multiple areas with in-depth knowledge within one area
- Able to utilize and share relevant knowledge to benefit the broader ADB community
- Demonstrated ability to write well on issues in education, conceptualize complex sector issues, and document effectively in this technical area.
People and leadership skills
- Able to act as a mission leader / team lead, exercising supervision coordination, and planning responsibilities over the assigned team, with oversight from the Director or a more senior team leader
- Act as an effective team member, generating results with minimal guidance
