 Job Purpose

Provide analytical and statistical support to assigned project portfolio; provide technical assistance in project administration and portfolio management activities related to the Division’s investment programs and projects.

Expected Outcomes

Project Processing
- Assists in the design of project implementation arrangements, including procurement procedures for works, goods and services, disbursements arrangements, terms of reference for the consulting services, and project management set up.
- Contributes to the initial preparation of Facility/Project Administration Memorandum, overall procurement plan, and preparation of estimated quarterly contract awards and disbursements for the whole project implementation period.
- Creates the project records in eOperations with complete information and data under the established headings/subheadings,

Project Performance Monitoring
- Updates information and performance of assigned loan, grant and TA projects into eOperations every month and after each mission, including project description and scope, status of implementation, developments, major problems, and actions taken/proposed; participates in departmental/divisional meetings for reviewing the project performances, when needed.
- Assists in preparing annual project administration plans, including mission plans, identification of issues to be addressed, and in preparing revised projections for contract awards and disbursements.
- Monitors and analyzes the actual contract awards and disbursements against targets to identify shortfalls and their underlying causes, follows up with the executing agencies (EAs), and recommends needed actions to meet projections.
- Analyzes in detail the problems encountered by the projects flagged 'At Risk' and recommend remedial measures.
- Maintains records needed to monitor compliance with loan and TA covenants, follows up outstanding obligations of EAs such as submission of financial statements, project performance monitoring reports, and quarterly progress reports; and input data on the status of such compliance in e-Operations.
- Collects, compiles and summarizes data and statistics in the division to generate periodic reports on project administration, closing of loan projects, completion of Technical Assistance (TA) projects, anticipated loan saving in project, status of project implementation for cofinanciers, and preparation of Project Completion reports in a timely manner.
- Creates and updates relevant project records in eOperations database; assists in updating relevant project records and reports for disclosure, e.g. PAM, progress reports, loan/TA/grant agreements, design and monitoring framework, and TA completion reports.

Project Financial Management
- Administers all activities necessary to process disbursement claims by reviewing withdrawal applications, following-up submission, preparing required correspondence and re-estimating project costs, and ADB's commitments and financing percentages.
- Reviews and monitors utilization of loan and grant proceeds in accordance with standard ADB procedures.
- Reconciles project accounts and monitors disbursement status as well as creation and closing of accounts
- Reviews and verifies accuracy of all claims and coordinates with Controllers in resolving disbursement issues and in monitoring loan and TA funds utilization.
- Familiarizes staff of EAs with ADB's disbursement guidelines and procedures.
- Updates project data in e-Operations, and prepare various reports on projects’ financial status as required.

Procurement and Consultant Selection
- Reviews various procurement documents (e.g. prequalification reports evaluation reports and contract awards-related documents) to ensure compliance with ADB guidelines and policies; prepares contract awards-related documents such as PCSS or PCUS and assist project officers in reviewing the submitted contract variations.
- Assists in recruiting consultants by reviewing EAs' submitted documents from short listing to contract signing stages and providing comments to project officer.
- Provides inputs on EAs’ proposed long lists of firms/organization, short listing criteria, draft requests for proposal, narrative evaluation criteria, and summary and personnel evaluation sheets
- Monitors progress on mobilization and performance and reviews contract variations, if any.

Disbursements
- Administers all activities necessary to process disbursement claims by reviewing withdrawal applications, following up submissions, preparing correspondence and re-estimating project costs and ADB's commitments and financing percentages.
- Assists in monitoring submission of TA consultants’ final billings and TA completion for timely closure of TA accounts.

Mission Participation
- Participates in various missions as required such as inception, review, mid-term review, and PCR missions by collecting data on contract awards and disbursements, reconciling project accounts, reviewing compliance with loan covenants, and familiarizing EAs with ADB's policies and procedures, and assisting them where necessary in the preparation of various reports and disbursement applications.
Others
- Attends to internal and external queries and requests for assistance from various stakeholders like EAs, consultants, and RM staff. When project officers are away, ensures that the required actions are timely taken with the assistance of alternate project officers and Project Administration Unit Head.
- Performs any other duties as required reflected in the incumbent’s work plan.

Educational Requirements:

Bachelor's degree

Relevant Experience And Other Requirements:

Work experience
  • At least 5 years of relevant work experience.
Technical knowledge
  • Proven ability to undertake background research and analysis on difficult but well-defined tasks, collect and organize required data and information
  • Ability to apply appropriate computer skills in analyzing and developing the data.and prepare notes, papers and sections of reports.
  • Proficiency with computer-based applications.
  • Good analytical thinking with ability to make simple causal links
