Job Purpose:

The Logistics Management Officer is responsible for the overall direction and supervision of Printing Services; coordination with clients and DER as required; administration and monitoring service provider contracts; budget preparation and monitoring; supervision of pre-press, production and finishing staff and service provider personnel. The Officer also conducts reviews, implements strategies, prepares reports and provides management support to the Unit Head, Logistics Management as required.

Expected Outcomes

Production Targets
  • Ensures production targets are achieved by:
    • Effective scheduling of all pre-press, production, finishing and quality control functions;
    • Constantly monitoring performance; and
    • Taking corrective action when necessary.
Work Improvement
  • Reviews workflows and improves business processes to ensure efficient and cost effective service delivery.
  • Conducts research on the latest technologies and provides recommendations to improve service quality and efficiency.
  • Conducts research on industry standards and best practices; prepares statistical reports as needed.
Budget Preparation and Control
  • Contributes independently in the efficient preparation and monitoring of the Printing Services budget by reviewing and ensuring the accuracy of monthly statements of accounts and expenditures, formulating annual budget submissions as well as undertaking post-evaluations, mid-year and last quarter reviews.
  • Prepares the monthly status reports of Printing Services and other related documents.
Policy Review and Implementation
  • Contributes substantially to the review of ADB policies, procedures and guidelines related to printing and related services; provides training to staff; determines alternative and economical approaches to provide efficient printing services.
  • Initiates and implements cost cutting programs; studies new technologies/systems and makes recommendations for implementation.
  • Provides support in the development and implementation of strategies and plans for printing and related services.
  • Maintains the service website and other online resources relating to printing and related services.
Contracts Administration and Performance Monitoring of Service Providers
  • Oversees and provides direction to on-site and external service provider personnel and management.
  • Prepares Work Performance Statements and Service Level Agreements; reviews and monitors the performance of service providers, recommends the procurement, renewal or termination of contracts.
  • Ensures service provider compliance with contract provisions.
Supervision
  • Establishes and monitors a maintenance program for all printing and finishing systems to ensure continuous operations.
  • Enforces overall service quality by ensuring effective process or methods are utilized.
  • Provides technical advice, guidance, and training to staff and service providers to improve the skills and performance.
  • Prepares performance evaluations and monitors personnel matters such as attendance and overtime.
  • Enforces safety regulations, good housekeeping practices, and preventive maintenance of equipment by ensuring that all staff and service providers are familiar with relevant work policies, procedures, and safety guidelines.

Educational Requirements:

  • Bachelor's degree in engineering, business administration or related field; specialized training in publishing, printing technology, graphic design, and/or advanced degree preferred.

Relevant Experience And Other Requirements:

Work experience
  • At least 8 years relevant experience in large printing or publishing operations
Technical knowledge
  • In-depth knowledge of relevant printing technology and systems.
  • Good judgment of color, design and printing quality.
  • Thorough understanding of entire printing function and interaction between difference work areas.
  • Strong skills in work planning, scheduling.
  • Knowledge of all relevant Bank-specific guidelines, standards and procedures.
People and supervisory skills
  • Supervisory skills, and skills in work scheduling and/or materials cost management.
  • Effective report-writing and communication skills in English.
