Job Purpose:

Responsible for the database administration functions as well as system programming, troubleshooting, and system management within the Office of Information Systems and Technology (OIST) for all database related issues. Assist in the coordination of software issues with other OIST functions including Business Process Support and Computer Center Administration. Serve as a futurist within OIST, keeping ADB on the leading edge of current database technology. Work with broad policies and objectives, working directly with clients, with supervision for critical tasks.

Expected Outcomes

a. Database Administration
- Ensure OIST has an efficient and cost effective database environment that meets ADB's medium to long term requirements, and is appropriately documented in coordination with the Technology Division staff.
- Supervise a team of database specialists responsible for providing architecture and administration support for the ADB database environment, including ORACLE.
- Ensure high level system performance through implementation of the planned maintenance of databases running under AIX, Solaris, Linux, Netware, Windows, and OS/390.
- Supervise database aspects of requirements gathering, design, documentation, and development of complex Java web application solutions.
- Advise and consult other IT specialists on matters relating to database administration, within the ADB environment.
- Research and analyze latest developments in database technologies, review likely risks, both technical and financial associated with any needed changes, recommend enhancements to specific operating environments, and prepare plans for implementation of any changes agreed by OIST Management.
- Supervise OIST's vendor relationship in the database area, supervise contractors and consultants involved in relevant IT projects or IT support at ADB, and provide performance reviews, with recommendations for action on vendors, consultants and contractors.
- Supervise the documentation environment for the database area, especially as it relates to internal controls.
b. Staff Supervision
- Provide leadership and support to reporting staff.
- Supervise the performance of reporting staff, providing clear direction and regular monitoring and feedback on performance.
- Ensure the on-going learning and development of reporting staff.

Educational Requirements:

- Master's Degree, or equivalent, in computer science, management of information systems or related fields; or University degree in computer science, management of information systems or related fields and at least 5 years ADB work experience.

Relevant Experience And Other Requirements:

- Suitability to undertake the responsibilities mentioned above at the required level
- At least 8 years of relevant experience, including senior level supervisory experience in support of 24 by 7 operational environment with multiple databases and operating systems
- Experience and training in IT internal control frameworks
- Hands-on experience in optimizing and troubleshooting database performance in an Oracle 8i and 9i environment
- Experience in Oracle Application 10i and 11i Financial and Human Resources/Benefits modules is also preferred
- Demonstrable skills on data modeling, design and development of complex queries, optimizing Structured Query Language (SQL) and Procedural (PL)/SQL code, and advanced queues and triggers
- Broad experience in providing third-level (high level support on a 3 point scale) support during application and infrastructure outage to determine the cause of failures and restoring systems
- Experience on interacting with application developers to support testing and development and to perform upgrades on production environments
- Understanding of Java web applications, J2EE, JDBC, Oracle object types, Oracle 9i LDAP, and source control development tools
- Excellent interpersonal, oral and written communication skills in English
- International experience working in several countries
