Local Media/Democracy & Governance Specialist, Azerbaijan New Media Project, Azerbaijan

Project Summary:
MSI is seeking a Local Media Expert/Democracy & Governance Specialist to support the Azerbaijan New Media Project (ANMP) performance evaluation. The evaluation is designed to analyze the progress of the ANMP and its results to date in three project intervention areas. The three major objectives of the evaluation are to determine to what degree the ANMP assisted citizens to gain increased access to new media (with particular emphasis on youth groups); to what degree the project enabled the beneficiaries to influence independent media sustainability, with emphasis on project primary and secondary partners; and to what degree the project’s content production and quality goals relate to socially relevant public interest themes. The lessons learned and recommendations will be used to inform USAID/Azerbaijan’s new projects in the Democracy and Governance areas. The results will also serve to inform FY 2013 Performance Plan and Report (PPR), scheduled in Fall 2014.

Position Summary:
The Local Media/ Democracy & Governance Specialist will provide support and expertise to the evaluation team in assessing the current media environment in Azerbaijan, using their deep understanding of the political environment and constraints. The evaluation will inform follow-on project design and take place on or around July 2013 through September 2013.The estimated level of effort is 29 days.


Responsibilities:
• Apply his/her knowledge of the media, democracy and governance system in Azerbaijan to provide context and sufficient background to the evaluation team;
• Work with the evaluation team under leadership of the Team Leader to implement the evaluation methodology, including a student mini-survey, focus group discussions, and document reviews of The International Center for Non-for-Profit Law (ICNL) reports and media partner documentation, laws, amendments, etc;
• Coordinate with local partners and media outlets to identify criteria for reporting quality;
• Conduct key informant interviews with media rights watchdog organizations and members of Parliament to determine the ANMP’s relative success in improving the regulatory environment protecting journalists’ rights;
• Draft and submit work plan, draft report and other deliverables.

Qualifications:
• Background in journalism, new media, democracy and governance issues, media reform, and a good understanding of the political environment; specific experience in media programs and project evaluation preferred;
• Approximately 8 years of relevant experience, preferably with USAID projects;
• Previous experience in local media development and strong analytical skills;
• Master’s degree in a related field preferred;
• Experience with USAID projects and evaluation requirements;
• Native fluency in Azerbaijani, advanced English language skills;
• Ability to travel throughout Azerbaijan to conduct the evaluation.
