OBJECTIVES OF THE PROGRAMME :
Provision of high-quality, consistent and responsive human resources services to all teams and staff in the Global Service Centre.
Description of duties:
Under the supervision of the HR Specialist in the Support Office, the incumbent:
- Plans and organizes his/her work through identifying priorities;
- Provides guidance to supervisors in the GSC and GTS on recruitment policies and practices, selection processes and related issues;
- Manages the flow of incoming requests from staff members and managers and replies or takes action accordingly;
- Determines eligibility for salaries, entitlements and benefits and effects estimated calculations when required, applying Staff Regulations, Rules, and other official provisions with consistency;
- Provides information to staff members on their employment conditions and entitlements, including on-entry briefings and counseling in special cases at the staff member's request;
- Anticipates the expiry dates of time-limited entitlements for internationally recruited staff (such as Mobility/Hardship allowance, extra-pay, etc.) and takes appropriate timely action to avoid any over or under-payment;
- Controls and records actions on contract extensions for temporary and longer-term staff for follow-up of outstanding actions;
- identifies priorities, allocates tasks; and ensures strict adherence to procedures in the area of selection and recruitment of temporary and longer-term staff;
- Take lead in panels for ITT-KL and GSC recruitment selections; including preparation of selection reports;
- Conducting UN surveys when required;
- Assists the HR Specialist in the management of staff performance and identifies competency gaps;
- Directly supervises one or more general service staff in the team- Assesses the staff development/training needs for staff in each team and the appropriate training possibilities available;
- Is responsible for all HR-related Reporting;
- Other duties as required.
REQUIRED QUALIFICATIONS
Education:
Essential:
University Degree with specialization in human resources, law, business administration or related fields.

Good knowledge of HR management concepts and applications in a larger Organizational context. Good analytical and general organizational skills. Good inter-personal and communication skills. Able to impart knowledge to others.
Experience:
Essential:
At least 2 years of proven experience in the area of human resources administration.

Desirable:
First-hand experience in the application of rules and regulations in a large scale organizational entity including WHO Global Service Centre will be an added advantage. Knowledge of HR policies applicable for UN agencies an asset.
Languages:
Essential:
- Excellent knowledge of English both written and spoken.

Desirable:
- Knowledge of other UN language, both written and spoken.

Annual salary: (Net of tax)
MYR 100,600 per annum exempt of tax at single rate
