Background / General description:
The Middle East and North Africa (MENA) Region is undergoing radical transformation in the wake of the revolutions in Egypt, Tunisia and Libya.  These events have affected virtually all countries in the region and have triggered a fundamental re-thinking of the role of the State and the way governments operate.

In the MENA Region, the Poverty Reduction and Economic Management Department (MNSPR) has responsibility for economic policy, trade, poverty, public sector and governance, and gender. MNSPR comprises two units: economic policy, poverty and gender (MNSED) and public sector and governance (MNSPS).   The work program of MNSED — consisting of lending operations and a large Analytic and Advisory Activities (AAA) portfolio — and the approximately 40 staff and consultants located in headquarters and country offices, are managed by two Sector Managers under the guidance of a Sector Director.

Jordan is in the midst of a political transformation in the context of the so-called “Arab Spring.”  With new constitutional amendments further guaranteeing the people’s voice and representation, the country has now entered a period of political, social and economic change, which, if successful could set the country on a more successful and inclusive trajectory.

MNSED's work program in Jordan/Lebanon encompasses growth, poverty, trade and gender issues and includes both analytical and lending activities. Building on a recently approved, Jordan’s First Programmatic Development Policy Loan, we have an ambitious work program to help the country enhance it’s capacity and performance in the area of competitiveness, fiscal management, public sector efficiency and private sector-led growth.  Recent MNSED program in Lebanon includes AAA work on Capital Inflows to Foster Sustainable Long-Term Growth, economic monitoring and other AAA activities.

Within these overall priorities, MNSED's work program plays a key role in Lebanon, Jordan and Syria as it encompasses economic policy, trade, poverty, gender, growth, and macroeconomic management and includes both analytical and lending activities.

To carry out this program, MNSED is seeking a seasoned Senior Economist to be based in the World Bank Beirut office to contribute to carrying out the large PREM work program in Lebanon, Jordan and Syria to ensure close interaction with our clients on our ongoing engagements there. 

The selected candidate will report to the MNSED Sector Manager,  under the supervision of the Lead Economist based in Lebanon.

Note: If the selected candidate is a current Bank Group staff member with a Regular or Open-Ended appointment, s/he will retain his/her Regular or Open-Ended appointment. All others will be offered a 2 year term appointment.

Duties and Accountabilities:
-    Lead and/or contribute to the preparation of Economic and Sector Work (ESW).
-    Work closely with the Lead Economist on economic policy and related issues; and with Country Office and Sector colleagues to ensure seamless delivery of Bank support.
-    Provide or arrange to provide and supervise just-in-time technical advice to the Government.
-    Engage with civil society and opinion makers on related development issues.

Selection Criteria:
Competencies:
•    General Economic Knowledge and Analytical Skills - Possesses Cross-country knowledge in economic specialty and demonstrates ability to link the macro, institutional, and micro-level behaviors; able to support findings/policy recommendations with credible analysis and tools.
•    Knowledge and Experience in Development Arena - Translates technical and cross-country knowledge into practical applications and contributions to country and sector strategies; interacts with clients at the policy level.
•    Policy Dialogue Skills - Anticipates needs and requests in the field and conducts independent policy discussions with representatives of the government and non-government partners.
•    Integrative Skills - Understands relevant cross-sectoral areas how they are interrelated; able to undertake cross-sectoral work in lending and non-lending operations.
•    Macroeconomic Skills and Country Economics Experience - Able to translate technical analyses of macroeconomic, debt, trade, fiscal policy, and growth linkages into policy recommendations and cross-country lessons.
•    Written and Verbal Communication - Demonstrates the ability to influence and persuade others to accept ideas and suggestions (such as counterparts in government, international partner organizations, academia, and Bank colleagues, senior staff and managers)
•    Client Orientation - Maintains client relationships in the face of conflicting demands or directions and provides evidence-based advice and solutions based on sound diagnosis and knowledge.
•    Drive for Results - Identifies the needed resources to accomplish results involving multiple stakeholders and finds solutions to obstacles affecting key deliverables.
•    Teamwork (Collaboration) and Inclusion - Shows leadership in ensuring the team stays organized and focused, and actively seeks and considers diverse ideas and approaches.

Other Selection Criteria:
•    Master’s degree in Economics and a minimum 8 years of relevant experience. Ph.D. is an asset.
•    Knowledge of Lebanese databases on National Accounts, Public Finance, Monetary and Financial Statistics.
•    Having published research reports in Lebanese or international academic sites.
•    Familiarity with econometric software such as E-Views or Stata.
•    Familiarity with World Bank databases is highly desirable.
