Facilities and Asset Management Division, Office of Administrative Services

Job Purpose:

Responsible for planning, managing, and directing the Division's work program; and accountable for people management, productivity and quality of work outputs, and optimum utilization of available budget resources in support of overall OAS operations. Work with complex issues and guide others in resolving complex problems with high levels of risk

Expected Outcomes

a. Leadership and Strategic Management
- Establish and cascade the division’s vision, goals, development strategies and key result areas in support of ADB’s goals, departmental goals and in compliance with ADB policies
- Lead the planning, implementation and supervision of work plans as well as monitor the quality of output and the achievement of long term goals and annual objectives for the division
- Provide leadership in professional and operational matters, taking the lead in contributing new or innovative approaches to policy and operational issues
b. Facilities and Asset Management
- Manage the operation and maintenance of the ADB Headquarters’ facilities, building services and equipment such as air conditioning plant, electricity and water supply, building and fire management systems, and audio and video systems, including the setting up and provision of related services to ADB field offices (FOs) as required
- Oversee the administration of building and grounds services covering repairs and maintenance of office equipment, janitorial and landscaping services
- Manage food services operations, including outsourced service providers
- Oversee the administration of Commissary and fuel station as well as individual commercial services through the development of policies for engagement and implementation of service level agreements, and monitoring performance
- Develop and enhance ADB’s events management program
- Develop and implement policies and procedures for the proper control, utilization, and protection of ADB’s assets such as furniture, equipment, materials and office supplies
- Manage ADB’s security, safety, business continuity and emergency response policies and programs, relationships with host governments, and provision of security support to ADB FOs
c. Division Operations Management
- Ensure effective day-to-day operations of the Division in terms of operations planning, policies and procedures adherence, quality control, budget and human resources management, and staff development
- Inform and provide recommendations to the Principal Director of significant developments, emerging opportunities and challenges in the area of responsibility
- Facilitate effective coordination and cooperation with other ADB departments and internal stakeholders
d. Staff Supervision
- Create and lead multi-disciplinary teams and ensure the overall quality of its work
- Manage the performance of teams and individuals providing clear direction and regular monitoring and feedback on performance
- Provide coaching and mentoring to team and individuals and ensure their ongoing learning and development.

Educational Requirements:

Master's Degree or equivalent in Business Administration, Economics, Engineering, Social Sciences or related fields. University degree in Business Administration, Economics, Engineering, Social Sciences or related fields combined with specialized experience in similar organization/s, may be considered in lieu of a Master’s degree.

Relevant Experience And Other Requirements:

Work experience
- At least 15 years of experience is required, preferably in administration or relevant field.
  • International experience working in several countries

  • Capacity to develop and implement innovative programs in the administrative areas
- Good analytical, strategic planning skills, and strong administrative skills in managing the different work units to maximize work outputs
- Able to liaise with all levels of Management, staff, and external organizations concerning facilities and asset management related issues
- Has proven management capability and well-established leadership track record in ADB
- Possesses cumulative knowledge, experience and fundamental understanding of diverse concepts, principles and practices, and able to share knowledge to benefit the ADB and the wider international community

- Able to manage and motivate staff performance and career development in a diverse workforce, as well as establish a constructive work environment to maximize staff engagement and optimize staff potential
- Directly deal with situations of staff non-performance or breaches of ADB Code of Conduct
