Business Development Manager, Bangladesh

About the Role

 Working in 50 developing countries across Africa, Asia and the Americas, Plan’s stated Global Strategic Goal (2011-15) is to reach as many children as possible, particularly those who are excluded or marginalised, with high-quality programmes that deliver long-lasting benefits. 
Plan aims to achieve this goal by working in partnership with others and through high performing teams whose behaviours reflect the corporate values. Plan has a global income of around $800m.

Plan Bangladesh is presently implementing its third country strategic plan (CSP III) to cover five years between fiscal year 2011 - 2015, where the country objective has been defined “to support the creation of responsive and accountable duty bearers and active civil society organisations that allow children and youth to realise their rights in Plan’s working areas.” This goal will be achieved by designing and implementing quality programs and projects in four major areas following rights based approaches. These major programme areas are: i) community managed health care programme, ii) quality primary education programme, iii) protection of vulnerable children and iv) disaster risk management.
The Business Development Manager manages the Business Development Unit (BDU). The BDU is responsible for identifying funding opportunities in line with Plan Bangladesh's programme priorities, writing successful grants in coordination with programme colleagues and strengthening systems and processes for effective grant management.

One of Plan’s global strategic priorities is to grow and diversify its sources of income. In the Asia region Plan hopes to grow its annual grant income from approximately US$75 million to US$100 million by 2015.
The Business Development Manager is needed to support the achievement of regional targets and learning regarding the funding portfolio, whilst assisting the Country Office in Bangladesh to develop a strong professional image among Plan donors so that additional grant funding is acquired to grow and support Plan’s programmes in Bangladesh.  This will be achieved through:
  • Actively seeking and maximizing opportunities for additional funding from a variety of sources
  • Strengthening the capacity of the in-country BDU to acquire and implement increased sustainable grant funding. 
Dimensions of Role:
  • In line with the regional target of US$100 million grant expenditure by 2015, the income target for Plan Bangladesh is currently US$24 million between 2013 and 2015.
  • Providing capacity building to the Country Office BDU staff, currently comprising of a Grants Manager, Grant Specialist-Programmes, Grants Analyst and two Grants Coordinators
  • Maintaining and expanding the donor portfolio development in Bangladesh with institutional donors and corporate donor base
  • Proactively working with National Organisation (NO) counterparts to identify and win appropriate grant opportunities.
  • Oversees and coordinates the development, writing and packaging of successful grant proposals from concept through to award
  • This position has no budget responsibility but includes line management responsibility (one direct report and four indirect reports)

Typical Responsibilities - Key End Results of Position:
Plan Bangladesh has a portfolio of suitable medium and large grants and a pipeline of future funding opportunities to maintain agreed future grant expenditure targets.
  • A Resource Mobilisation Strategy is updated for Bangladesh, in line with the Country Strategic Plan (CSP), Regional Resource Mobilisation Strategy (RRMS) and relevant NO business plans. The strategy is regularly reviewed to ensure mapping between program priorities and donor and corporate opportunities, ensuring coordination with relevant NO colleagues.
  • Ensuring that at least 75% of grants proposals submitted are successful.
  • Systematic development of excellent working relationships with donors, corporate representatives and NO counterparts in Bangladesh.
Plan Bangladesh has expanded its capacity so that it is able to further develop strategy and pursue funding opportunities successfully.
  • Using a SWOT analysis developed with the team, design and deliver capacity development work for individuals and teams. This will include coaching and mentoring to support staffs ability in :
    • Researching potential opportunities for grants funding
    • Produce and regularly update  a comprehensive mapping of all donor opportunities (by sector and geography) in Bangladesh
    • Packaging grant proposals to suit the requirements of different donors, including working with the Communications team to develop separate marketing collateral aimed at different audiences (NOs, Institutional donors, Corporates etc)
    • Building successful, proactive relationships which align donors as well as corporate priorities with programme needs
    • Ensuring successful on-going donor relationship management and ‘ownership’ of relations with donor and corporate representatives locally
    • Understanding which sources and types of funding are appropriate to CO needs
    • Developing strategic partnerships
    • Understanding how to effectively represent the organisation
    • Facilitating collaborative working between the Grants Team and the Programme Teams
  • Using a SWOT analysis, develop and run systems in-house for the process of exploring, analysing and accessing funding opportunities. This might include:
    • Setting up pipelines for project development
    • Developing a knowledge bank of donor requirements and systems by donor
    • Setting up a roster of suitable resources/consultants for proposal development as required
    • Agreeing a robust, transparent bid/no bid system.
  • Ensuring alignment of CO systems and processes with the Regional Resource Mobilisation strategy and global reporting systems, including ensuring timely end of quarter reporting of all new grants signed and current pipeline.
  • Ensuring there is regular and effective liaison with all key internal stakeholders (e.g., Programme, Finance, People & Culture, and Grants Teams) to ensure there is a joined-up approach to the acquisition of grants.
  • Ensuring grant submission achieves 100% of applicable full cost recovery
  • Identifying the systemic and structural issues that may impede grants growth in Bangladesh and identifying and implementing mechanisms to overcome them
  • Establishing and tracking indicators for improved accountability for grants growth
  • A comprehensive tracking, evaluation, monitoring and reporting framework for external grants is developed in coordination with the MER team and the program team
Manages performance of the Business Development team and empowers them to meet targets in a planned and strategic manner that ensures funds flow smoothly to implement the commitment of current CSP.
  • Clear and exciting vision for the work of Plan Bangladesh is communicated, ensuring that each member of the team fully understands outcomes which are expected of them and that they are aware of the success criteria relating to their work.
  • Ensures that own and team’s work is planned and organised to meet the needs of colleagues within the organization in the most cost effective manner possible
  • Team members are supported in a manner that enables them to give their best e.g. by encouraging and praising good performance, coaching, assisting staff to resolve performance problems, providing resources, tools and equipment.
  • Performance of team members is monitored and reviewed including holding staff accountable for meeting the success criteria and delivering any improvement goals which have been identified; giving corrective feedback where required and taking decisive action in the case of unsatisfactory performance
  • Plan’s value, principles and practices and commitment towards child rights and child protection, and relevant mainstreaming activities are considered and applied by all team members to achieve organisational outcomes
  • Team members are adequately trained and developed for their roles e.g. by analysing staff training needs, organising the delivery of training or coaching and coordinating the sharing of experiences
Participate in the country management team (CMT) to provide effective leadership and decision making.

  • Policies and strategies of Plan International are incorporated. Changes to existing policies and strategies within the Bangladesh programme are proposed, updated and implemented

Location: Based in Bangladesh’s Country Office (Dhaka) with field travels whenever necessary, extensive visit to donor representatives and limited international travel to meet with donors/NOs.
Type of Role:  5 year fixed term contract             
Reports to:  Country Director, Bangladesh      
Salary: $42-52000 per annum plus full expat benefits
Closing Date: Sunday 14th April             
This is an accompanied position and a full relocation package will be available.
