Org. Setting and Reporting

 

Under the applicable law, and in accordance with the terms of the Agreement between the United Nations and the Royal Government of Cambodia, the Extraordinary Chambers in the Courts of Cambodia (ECCC) has jurisdiction to try senior leaders and those who were most responsible for the crimes and serious violations of Cambodian penal law, international humanitarian law and custom, and international conventions recognized by Cambodia, during the period of the Khmer Rouge regime from 17 April 1975 to 6 January 1979.

While the ECCC is established as a national Court, the Royal Government of Cambodia sought the technical assistance of the United Nations in operating the court. In Resolution A/57/228 and A/57/228B, the General Assembly approved the involvement of the United Nations and endorsed the agreement outlining the arrangements between the two parties. The United Nations Assistance to the Khmer Rouge Trials (UNAKRT) was established in 2005 to provide on-going technical, operational and logistical support to the Royal Government of Cambodia in all aspect of the Court's operations

Responsibilities

 

Under the overall supervision of the Deputy Director of Administration/Coordinator, United Nations Assistance to the Khmer Rouge Trials (UNAKRT) and reporting on day-to-day basis to the Chief of Security and Safety (SSS), the incumbent will be responsible for assisting the Chief in the performance of the following duties:
• Establishing policies and procedures for the conduct of security operations so as to ensure internal security of the premises and close protection of international personnel;
• Monitoring the implementation of these policies and procedures;
• Issuing necessary directions to ensure these policies and procedures are observed;
• Co-ordinating the activities of the SSS with particular regard to physical and personal security, field safety, information assurance, internal investigations and all aspects of security guard force management;
• Defining and managing the risk posture of the project;
• Providing authoritative and holistic security and safety advice;
• Developing well defined security risk assessments (SRA) of local security conditions that may impact the assistance project to include detailed and cogent analytical assessments, personal SRA’s and the application of close protection resources for international personnel in line with the established UN Department of Safety and Security (UNDSS) methodology;
• Ensuring effective and efficient security and safety training is provided to all international staff in line with the Country Security Plan;
• Ensuring that the SSS is adequately supervised, governed, resourced, trained and operationally fit for its mandated purpose, including the provision of all necessary security induction, refresher and specialist training programmes as required;
• Maintaining an ongoing evaluation of security, contingency and evacuation plans for UNAKRT.
In the absence of the Chief, SSS, the incumbent assumes duties of the chief on a temporary basis.

Education

 

High School Diploma or equivalent. Technical or vocational certificate.

 

Work Experience

 

At least ten (10) years of relevant progressively responsible experience in a similar position (for candidates without university degrees). A minimum of five (5) years relevant progressively responsible experience for candidates with university degrees (bachelors, masters or equivalent).

 

Languages

 

English, French and Khmer are the official languages of the ECCC, for this position, fluency in spoken and written English is essential. Knowledge of French and /or Khmer will be an asset.

 

Assessment Method

 

Qualified short-listed candidates may be requested, as part of the evaluation process for this position, to undergo an assessment exercise which may be followed by an invitation to a competency-based interview.

 

Special Notice

 

Appointment against this position is limited to the United Nations Assistance to the Khmer Rouge Trials (UNAKRT). The initial appointment will be for a period of one year; an extension is subject to the extension of the mandate of UNAKRT and/or the availability of funding.
