This is a Technical Cooperation position therefore the recruitment process falls outside Annex 1 of the ILO Staff Regulations. Technical cooperation appointments are not expected to lead to a career in the ILO and they do not carry any expectation of renewal or conversion to any other type of appointment in the Organization. A one-year fixed-term contract will be given. Extensions of technical cooperation contracts are subject to various elements including the following: availability of funds, continuing need of the functions and satisfactory conduct and performance.

INTRODUCTION

Background

The global economic crisis has exacerbated the difficult situation that already existed in youth labour markets of Eastern Europe and Central Asia. The crisis resulted in a dramatic increase in the youth unemployment rate in 2008 which decreased between 2009 and 2011, but has not yet returned to pre-crisis levels. Unemployment and underemployment tend to have adverse longer-term consequences for young people. These include deterioration of skills, negative perceptions of youth who have been in short-term and informal jobs for prolonged periods. The observed results on young people's labour market achievements can be a long period of transition before finding decent jobs. This has an impact on wages and spending capacity of individuals and families throughout working life. In addition, youth unemployment and inactivity can lead to social exclusion, as the inability to find employment creates a sense of idleness and frustration. As experience by countries of the Middle East and North Africa, youth discontent can lead to social unrest and disruption of economic activity in a country.

The crisis of youth employment was one of the main subjects discussed by the Conference of the International Labour Organization in June 2012. Representatives of governments, employer organizations and trade unions of 185 countries called for urgent and immediate action to reverse the youth employment crisis and the threat of losing a generation of young people whose skills and talents are underestimated or wasted. They also called for the ILO to provide global leadership in addressing the crisis through partnerships and alliances at global, regional and country level.

The main objective of the Project is to improve the effectiveness of youth employment policies and programmes in Azerbaijan, Kazakhstan and Russian Federation and to establish a framework for regional cooperation and knowledge sharing on youth employment. Pilot programmes based on Public-Private Partnerships (PPPs) constitute an essential part of the project.

The project is expected to start in February 2013 and will run for 48 months.


General accountability

The Chief Technical Adviser is responsible for the implementation of the programme on Partnerships for youth employment in Azerbaijan, Kazakhstan and Russian Federation and will provide technical advisory services to the constituents and other participating institutions. He/she is accountable for the delivery, overall budget control and reporting on the programme results.

The Chief Technical Adviser (CTA) ensures that the programme activities under his/her responsibility contribute to the implementation of and aligned with Decent Work Country Programmes in Azerbaijan and Kazakhstan and with the Programme of Cooperation between the ILO and the Russian Federation.


Reporting lines/organisational structure

The CTA reports to the Director of the DWT/CO-Moscow through the Moscow-based Senior Employment Specialist on all technical as well as managerial aspects of his/her work.

Youth Employment Programme in Headquarters (YEP) will provide technical guidance.

The CTA is the direct supervisor of a Junior Youth Employment Officer, a Finance Assistant and an Administrative Clerk in Moscow, as well as National Project Coordinators in each of the project countries.

The incumbent is expected to work effectively with other technical specialists and officials of DWT/CO-Moscow, with ILO National Coordinators in Azerbaijan and Kazakhstan, and with colleagues of Youth Employment Programme, ILO Geneva.
Description of Duties

1. Provide technical, administrative and financial management of the programme in consultations with relevant technical specialists of DWT/CO-Moscow and YEP and in compliance with the requirements of the donor, ILO internal procedures and results-based framework;

2. Be responsible for the recruitment of relevant project staff. Manage staff under his/her supervision, including questions related to staff development and performance. Recommend staffing measures;

3. Contribute to implementation of relevant technical components / outcomes in the Decent Work Country Programmes (DWCPs) and Programme of Cooperation (PoC) in the project countries;

4. Ensure implementation of all project components in Azerbaijan, Kazakhstan and Russian Federation in accordance with the approved project document, logical framework, work plan and budget and co-ordinate different elements and interventions, including design and implementation of techniques for monitoring and evaluating the results of activities undertaken during the course of the project;

5. Provide technical expertise and policy advice to national governments and social partners in the project countries on youth employment policies and programmes and the application of respective ILO standards in close cooperation with ILS Specialist;

6. Supervise the research work on employment and labour market, youth employment promotion carried out by the Junior Youth Employment Officer and external collaborators;

7. Organize and conduct seminars, workshops, technical meetings and training courses in compliance with programme work plan and as response to expressed needs;

8. Undertake technical advisory and/or project monitoring missions independently or in collaboration with other ILO specialists;

9. Maintain, through relevant specialists of DWT/CO-Moscow, close cooperation and coordination with government, employers' and workers' organizations in the planning and implementation of activities under the programme; contribute to the capacity building of the ILO tripartite constituents in youth employment-related areas;

10. Develop knowledge sharing tools designed to forge partnerships and organise fora to share good practices and foster networking among the policymakers, workers' and employer's organisations and civil society with purpose to promote the methodologies, tools and training programmes developed under the project;

11. Prepare project implementation reports as well as project briefs as requested and within specified timeframes;

12. Oversee the financial operations and endorse financial reports, guide and instruct project staff accordingly to make sure the ILO financial and administrative rules and regulations are complied with;

13. Prepare and disseminate information on programme through publications and press releases, as well as ensuring representation at donors' meetings, international, regional and national forums and advocacy campaigns;

14. Set up project offices in respective countries and ensure the administrative management over the project offices in the countries in compliance with Office rules and regulations, including on security aspects;

15. Maintain, through relevant specialists of DWT/CO-Moscow, close cooperation and coordination with government, employers' and workers' organizations in the planning and implementation of activities under the project; contribute to capacity building of the ILO tripartite constituents in youth employment-related areas;

16. Perform other related duties as assigned by the direct supervisor and/or Responsible Chief.
Required Qualifications
Education

Advanced university degree in economics or related social sciences with demonstrated expertise in the field of employment and labour market policies.
Experience

Seven years of applied relevant professional experience, of which at least five at the international level in employment programmes (i.e. employment promotion, youth employment, skills development, job creation at sustainable enterprises, transition from informal to formal economy, etc.). Experience in the design and implementation of technical cooperation projects in employment and relevant work in CIS countries would be an advantage.
Languages

Excellent command of the English language. Proficiency in the Russian language is an advantage.
Competencies

In addition to the ILO core competencies, this position requires:

Technical and managerial leadership in carrying out the objectives and policies of the related technical work unit; demonstrated technical expertise to devise new methods, concepts, approaches and techniques that are relevant to the implementation of large integrated youth employment programmes and projects; good knowledge of the existing youth employment policies; proved networking abilities in respect to the ILO tripartite constituents and other stakeholders; knowledge of the EU member states best practices on Active Labour Market Programmes for youth; documented experience of managing complex technical cooperation programmes; ability to adapt tools and approaches to local and national circumstances and policy objectives; relate the work of the programme to broader issues within coherent national policies that include youth employment; write coherent programme reports in line with ILO standards and deadlines; develop and maintain effective collaboration within the UN system at the country level; aptitude and appreciation for knowledge-sharing and learning.

This position also requires:

Proven communication and drafting skills, both written and verbal; the ability to motivate and supervise staff effectively and cooperatively in a multi-cultural team environment; clear understanding of gender mainstreaming and demonstrated capacity to integrate gender concerns into development initiatives; strong ability to form and develop knowledge sharing partnerships with a wide of range of actors external to the ILO; solve problems and propose alternative courses of action to update project proposals; plans and budgets and revise procedural matters as required to implement the programme effectively; ability to conduct discussions and negotiate with governments., employers' and workers' organizations, non-governmental organization and other agencies as well as top-level professionals.

Knowledge of the ILO and UN system and procedures is an advantage.

Please note that the above salary levels are determined according to the criteria established by the International Civil Service Commission. The ILO is international public sector employer and salary and other employment conditions are not negotiable.

Salaries and emoluments are exempt from taxation by the Swiss authorities and, on the basis of international agreements or national law relating to presence or residence abroad, are generally exempt from taxation by other governments. In the absence of exemption, in most cases tax paid will be reimbursed in accordance with an ILO document which will be supplied upon request.

While the successful candidate will be initially working in Moscow, he/she may be assigned to any duty station designated by the Director-General of the ILO.
