Chief of Party Integrated Nutrition Program - Save the Children - Nepal

Summary
The Chief of Party (COP) will be responsible and accountable for the overall management and oversight of the project, and will provide vision and leadership for achieving the strategic objectives of the program which include:  a) household health and nutrition behaviors are improved b) women and children increase their use of quality health and nutrition services c) women and their families increase their consumption of diverse and nutritious foods and d) coordination on nutrition between government and other actors is strengthened.  S/he will direct activities grouped under these immediate results and supervise the senior project teams to ensure that resources are engaged in a timely manner, that project implementation moves forward according to plans, that capacity building at the district and community levels are sustained and the program is responsive to the donor.
Responsibilities
  • Provide leadership with the USAID Mission, including programming of funds and technical direction of the program
  • Provide strategic and operational leadership for the project and direct all annual work planning, project implementation activities and M&E activities with team members and stakeholders.
  • Ensure that efficient systems are in place to support all aspects of project activity, including sub-grant management, M&E techniques, and technical assistance provision, and that project resources comply with USAID regulations
  • Work closely with SC Country Office, Regional Area Office, and Home Office – maintaining transparent communication and high quality reporting on all matters relating to the project
  • Direct transparent communications with project partners, including negotiating scopes of work, addressing requisite revisions in program work, and addressing issues that may arise
  • Maintain relationship with national government agencies (including particularly the Ministry of Health and Population (MoPH)) related to program scope in order to foster support for the project and ensure identification of advocacy issues, development of advocacy plans and strategies, and their proper implementation with the government and other key stakeholders
Requirements
  • Graduate degree in nutrition or public health, public administration, or related disciplines.
  • Minimum of 10 years experience implementing and/or managing public health programs in developing country settings.
  • Demonstrated experience in managing large-scale USAID or other donor-funded nutrition and/or MCH projects as well as working with USAID missions, host country senior government officials and/or policymakers.
  • Familiarity with the political, social, and cultural context of Nepal, prior work experience in Nepal is preferred
  • Demonstrated expertise in cross-cutting program areas of training, communications and behaviour change, leadership and management.
  • Exceptional managerial and operational experience, preferably managing complex, national/regional activities involving coordination with multiple program partner institutions.
  • Proven track record in motivating and managing large project teams comprised of technical experts, partners, program managers and administrative support staff.
  • Experience with advocacy and institutional development within government and non-governmental channels.
  • Able to manage changes in programs to accommodate a changing environment in a conflict and civil unrest situation.
