Job Purpose:
Provides in-depth technical support in knowledge generation and dissemination on environmentally sustainable growth, safeguard policy compliance review and monitoring, work program preparation and monitoring, and budget preparation supervision. Applies own complex knowledge in research and analysis, database management, and report writing. Acts as focal point for thematic briefings and presentations.

Expected Outcomes
Policy and Sector Work
  • Prepares guidelines, best practice manuals, checklists and other tools, by reviewing safeguard reports and implementation experiences, liaising with project team leaders and environment specialists, and taking into account international best practice in this area.
  • Undertakes research, data collection, and analyses to support policy and sector work.
  • Monitors, compiles, and updates policy and sector initiatives, activities, and products, at the national, subregional, and regional levels, including projects, programs, roadmaps, guidelines, to advance ADB’s work on environment and safeguard program. Provides technical input to the design, development, processing, implementation, and evaluation of technical assistance projects related to environment and safeguards, and support knowledge management and capacity building initiatives within the division/department.
  • Conducts analysis to address emerging and priority issues, and provides information on ADB’s environmental and safeguard work in response to queries.
Knowledge Generation and Dissemination
  • Serves as the focal point in carrying out plans for environment communication and knowledge sharing. Prepares, updates, and enhances the training materials, and coordinates with Budget, Personnel, and Management Systems Department in organizing and conducting the orientation on ADB safeguards to ensure quality of knowledge product and effective course delivery.
  • Prepares environment knowledge products by compiling, analyzing and processing relevant data, writing the initial draft, and supervising staff or consultants in the preparation of publication.
  • Ensures the maintenance, enhancement, and regular updating of the environment and safeguard websites.
  • Manages the division’s tracking system to ensure the availability, accuracy and efficiency in retrieving stored data required for the analysis, evaluation, formulation and monitoring of information on environment and safeguard. Responds to internal and external queries and requests for information on ADB’s environmental and safeguard work.
  • Supports knowledge management activities, including coordination of ADB’s Energy Community of Practice’s (COP’s) events, and other environmental internal and external networking activities, and organize conferences and workshops, as required; keeping abreast with environmental and safeguard matters and related policies, guidelines and processes of other multilateral financing and other institutions.
  • Plans and conducts awareness training program on environmental management, safeguards and capacity building
  • Provides technical input in the preparation of briefing notes and presentation materials for workshops, conferences, meetings and seminars, including those for senior staff.
Safeguard Policy Compliance Review and Monitoring
  • Reviews and monitors projects to ensure compliance with ADB’s environmental assessment requirements.
  • Contributes in the preparation of the Chief Compliance Officer’s (CCO) Annual Compliance Report by compiling and analyzing environmental safeguard issues in loan projects approved in a given year, identifying outstanding issues, and summarizing findings as inputs to the CCO report.
  • Participates in safeguard review mission(s) for environmentally sensitive projects by compiling relevant project data, visiting the project site, discussing with the executing agency, consultants and affected groups, and providing inputs in the preparation of the mission BTOR.
  • Provides in-depth technical inputs in the review and update of the environmental assessment requirements, OM policies and operational procedures, and guidelines on operational procedures.
  • Reviews environmental impact assessment reports and advises project team on remedial actions.
  • Coordinates and ensures compilation of documents for Office of the Compliance Review Panel reviews.
Work Program and Budget
  • Prepares the division’s work program with estimated resource requirements, ensures that updates and implementation status are documented in RSES MIS, coordinates the division’s inputs to the RSDD MIS, and prepares the quarterly accomplishment reports and environment section of the budget document, three year rolling work program, and annual report of ADB.
  • Supervises the preparation and monitoring of the division’s annual and mid-year budget, to ensure effective utilization of financial resources.
Others
  • Provides day-to-day technical oversight, knowledge sharing and guidance to other national staff and administrative staff in the tasks under his/her competence.
  • Performs other duties that may be assigned as reflected in the incumbent’s work plan.

Educational Requirements:
  • Bachelor's degree or preferably a master degree in the field of environment planning and management or environmental engineering, environmental economics, or any related field

Relevant Experience And Other Requirements:
Work experience
- At least 8 years relevant work experience in environmental management and safeguards, and 4 years of supervisory experience

Technical knowledge
- Familiarity with the Safeguard Policy Statement (SPS) and DMC’s environmental legislation and regulations.
- Proficiency in the field of environmental planning and management, including environmental assessment, pollution prevention strategies, and other related tools/strategies
- Familiarity with work program and budget preparation and monitoring
- Aptitude to perform analytical and conceptual thinking
- Proficiency in MS Word and MS Excel

- Able to mentor AS staff to facilitate work planning, delivery and quality review
