Job Purpose:
Implement ADB’s safeguard policy to support sustainable urban development in the client countries. Ensure compliance with ADB’s safeguard policy (i.e., environment, involuntary resettlement, and indigenous peoples) during the development and implementation of loans and technical assistance and non-lending products and services for the urban sector in developing member countries (DMCs). Work with broad policies and objectives, working directly with clients, with supervision for critical tasks.

Expected Outcomes
a. Strategy and Planning
  • Support the development/review of safeguards frameworks and plans in the DMCs in consultation with relevant government agencies and local beneficiary groups.
  • Conduct dialogue with government officials and other stakeholders of DMCs on safeguards issues, particularly in the urban context.
b. Project Management
  • Support the development and administration of loan and technical assistance in the urban sector with particular attention to safeguards, and in line with the Country Partnership Strategy.
  • Liaise and coordinate with development agencies on loans and technical assistance for compliance with ADB’s safeguards policy.
  • Ensure key safeguards, poverty, gender and social issues are incorporated in project design for effective implementation.
c. Guidance and Advisory Function
  • Identify environment, resettlement, and indigenous peoples issues and categorize projects.
  • Work with borrowers/clients, provide guidance and assist in formulating safeguards framework and planning documents (e.g., environmental assessment and review frameworks, environmental assessment documents, resettlement frameworks, resettlement plans, and indigenous peoples frameworks and plans).
  • Assist Project Team Leaders (PTLs) in complying with safeguards policies and related disclosure policies in project preparation and implementation.
  • Assist PTLs in addressing poverty, gender, and other social issues in project preparation and implementation
  • Address compliance issues raised in consultation with the Environment and Safeguards Division (RSES).
  • Monitor safeguards policy compliance of projects and programs during implementation
- With PTLs, handle complaints on projects and programs during implementation.
d. Knowledge Sharing
  • Provide safeguard training to ADB staff and executive agencies, and prepare and administer relevant capacity development programs for DMCs.
  • Undertake reviews and prepare annual reports on ADB’s policies on environment, involuntary resettlement, and indigenous peoples.
  • Participate in and contribute to relevant internal and external training and conferences and other activities for advocacy, dissemination, and knowledge building.
e. Staff Supervision
- Take the mission leader role, supervise the work of mission members, and ensure the overall high quality of outputs and reports.
- Supervise the performance of reporting staff, providing clear direction and regular monitoring and feedback on performance.
  • Ensure the ongoing learning and development of reporting staff.

Educational Requirements:
Master’s degree or equivalent in Environmental Science, Environmental Engineering, Environmental/Development Economics, Applied Social Sciences, or other related fields. University degree in Environmental Science, Environmental Engineering, Environmental/Development Economics, Applied Social Sciences, or other related fields, combined with specialized experience in similar organization/s, may be considered in lieu of a Master’s degree.

Relevant Experience And Other Requirements:
- Suitability to undertake the responsibilities mentioned above at the required level.
- At least 8 years of relevant professional experience.
- Familiarity with a multilateral institution’s policies and procedures.
- Strong analytical, negotiation, interpersonal and communication, and multidisciplinary skills.
- Ability to write effectively, particularly technical papers and studies.
- Excellent oral and written communication skills in English.
- International experience working on complex development issues in different countries.
