Global Communities, formerly CHF International, is an international non-profit organization that works closely with communities worldwide to bring about sustainable changes that improve the lives and livelihoods of the vulnerable.

Global Communities is seeking an experienced Monitoring and Evaluation (M&E) Specialist for an anticipated USAID-funded rapid response community engagement program in Jordan. The program will work with local partners to mitigate and resolve tension and instability caused by both domestic volatility and the massive influx of refugees. The program will focus on three primary components: 1. Expand NGO, community organization, professional association and government efforts to build resilience and address cohesion-related challenges; 2. Increase civil society-government-private sector cooperation in building resilience and addressing cohesion-related challenges; and 3. Strengthen skills and build other capacity relevant to community and national cohesion.

The M&E Specialist will be responsible for leading all monitoring and evaluation activities for the program, including: developing and managing the project M&E system; providing quarterly reporting information as part of the program’s Performance Management Plan (PMP); managing the data collection process to include schedules, logistics and methodologies in coordination with data collection teams and other staff; analyzing and interpreting qualitative and quantitative data to gauge project impact; and reporting on activities, accomplishments, and results.  The position is contingent upon funding. 

Qualifications:
  • Advanced degree in statistics or a relevant field.
  • 5-7 years of experience monitoring and evaluating complex international development programs.
  • Experience with quantitative and qualitative research methods, tools, and techniques.
  • Excellent knowledge of advanced statistics and research methodology, including sampling techniques and methodologies, professional use of computer software for statistical analysis, and other relevant applications such as SPSS, STATA and spreadsheets.
  • Experience with impact assessment and change management.
  • Advanced working knowledge of MS Word, Excel, ACCESS and/or other database programs.
  • Previous experience with US government-funded programs and knowledge of USAID reporting procedures.
  • Previous experience working in developing countries, preferably in a fragile or transitional state environment with security challenges.
  • Fluency in English required; Arabic preferred.
  • Experience in Jordan or the Middle East/North Africa.
