Associate Procurement Officer - Asian Development Bank - Korea

Job Purpose:

To provide operational support in the (i) review of procurement-related documents, (ii) streamlining and strengthening procurement processes; and (iii) intensifying and strengthening good governance.

Expected Outcomes

Under the guidance of a senior staff, contributes independently to the work unit by completing a variety of tasks assigned, covering all or a combination of the following functions:
Review of Procurement and Consultant Recruitment Matters
Conducts analytical review of various procurement documents, including bid documents, bid evaluation reports, expression of interest (EOI), requests for proposals and recommendations for contract award for projects under PRCM administration and provides advice to task managers on compliance with ADB procurement procedures and guidelines.
Provides assistance to executing agencies (EAs) in preparing various procurement documents to ensure that the EAs fully comply with ADB’s procurement guidelines and loan agreements. Responds to EAs’ inquiries on procurement and consultant recruitment matters.
Assists PRCM staff in the engagement of individual staff/technical assistance (TA) consultants through individual consultant selection (ICS) system and guides them in dealing with complex contract administration issues.
Project Processing/Administration and TA Administration
Assists PRCM in processing and administering delegated TAs.
Assists loan/TA processing missions in reviewing contract packaging, preparing procurement plan, discussing with EAs, and preparation of mission reports relating to procurement and consultant recruitment.
Participates in loan review missions as needed for the PRCM administered projects. Identifies non-compliance with ADB Procurement Guidelines and loan agreements, recommends measures for improving procurement process, and helps solve procurement problems.
Coordinates with ADB’s Operations Services and Financial Management Department, Office of Anticorruption and Integrity, and other divisions concerned on procurement and consulting services matters.
Capacity Building
Assists PRCM project management unit (PMU) in assessing the capacity of EAs and implementing agencies (IAs) in carrying out procurement activities and identifies specific procurement training needs and focus areas for capacity building of EAs.
Assists in developing training materials and case studies and in conducting procurement training, based on practical experience gained from review of procurement and consultant recruitment in ADB projects.
Other Operational Support
Maintains close communications with concerned government agencies with respect to procurement country system and other policies, as and when needed.
Keeps current with ADB’s list of sanctioned and cross-debarred firms and corruption cases related to public procurement.Performs other tasks as may be required by the Country Director or PMU Head, and as reflected in the incumbent’s workplan.

Educational Requirements:

- Bachelor’s degree in engineering or related discipline; preferably with advanced training

Relevant Experience And Other Requirements:

Work experience

  • At least 6 years of work experience in public procurement in PRC preferably in the context of project preparation and administration
Technical knowledge

  • Familiarity with procurement policies, guidelines, and procedures, and anticorruption policies of a multilateral development bank or another international organization.
  • Sound knowledge of government administrative systems and procedures, particularly public procurement systems.
  • Proficiency with IT tools, especially word processing, spreadsheets, and emails.
  • Effective report writing and communication skills in English.
  • Strong planning and organizing skills to handle many tasks with deadlines.
People and leadership skills
  • Able to liaise and work effectively with government officials within own work location
  • Able to work collaboratively with teams as a constructive team member
  • Strong interpersonal skills and able to develop rapport internally and externally in a multicultural environment
