Associate Operations Analyst - Asian Development Bank - Manila, Philippines

Job Purpose:

To assist in the administration of regional technical assistance projects, operations of the sector committees/network, and development and maintenance of sector-related databases and sector information system.

Expected Outcomes

Regional Technical Assistance Activities
Assists in preparation of draft technical assistance (TA) papers, including formulation of the terms of reference of the consultants and preparation of budget costs, and preparation of draft TA completion reports.
Assists in the administration of TA projects including processing of TA papers; recruitment and hiring of TA consultants and letters of agreement with collaborating organizations; preparing and confirming consultant's contract variations; preparing logistical arrangements for TA-related conferences, workshops or meetings; regularly monitoring and updating TA budgets; communicating and liaising with consultants, collaborating organizations, and other ADB departments/offices; processing of TA outputs/manuscripts for ADB publication; and processing of TA completion reports.
Assists in the administration of sector funds including the allocation and monitoring of the funds, and preparation of progress reports and financial statements in collaboration with Controller’s Department and Office of Cofinancing Operations.
Internal and External Networks
Assists in the operation of sector committees/networks, prepares reports, and maintains appropriate records and databases to monitor the sector committee/network activities, including meetings and review of project documents.
Prepares and monitors correspondence related to invitation received for international conferences, seminars, or workshops on the assigned sector.
Monitors publications and other documents received from external agencies, and circulate them to the concerned regional divisions and sector network members.
Database Management
Develops and maintains lotus notes databases on loan and TA processing schedule, and external network documentation, including directory of external organizations, contact persons and/or consultants on the relevant Sustainable Infrastructure Division (RSID) sectors, list of invitations.
Develops and maintains RSID sector websites including other related databases/discussion boards/team rooms, sector libraries, and other information-based databases.
Administrative Support
Assists in the smooth administrative operations of the Division by coordinating the work program, assignments, and schedules of the immediate supervisors.
Others
Performs other duties as may be assigned by the immediate supervisors.

Educational Requirements:

  • Bachelor’s degree, in accounting, finance or economics or related field

Relevant Experience And Other Requirements:

Work experience
- At least 5 years of relevant professional experience. Past working experience in energy or transport sector or related areas is preferred
Technical knowledge
- Demonstrates knowledge and understanding of ADB's operational processes and procedures
- Proven ability to undertake background research and analysis on difficult but well-defined tasks, collect and organize required data and information, apply appropriate computer skills in analyzing and developing the data; and prepare notes, papers and sections of reports

People and leadership skills
- Able to liaise and work effectively with staff within own work location
- Able to work collaboratively with teams as a constructive team member
- Able to work with individuals from different cultural/national backgrounds
- Good interpersonal skills
