IT Governance and Portfolio Management Unit, Office of Information Systems and Technology

Job Purpose:

To provide analytical and operational support for the IT Governance initiatives of IT Governance and Portfolio Management Unit (OIOD-GP). Main responsibilities include support to the design, development, and management of IT Governance processes, IT performance metrics, preparation of ADB management reports; and organizing knowledge sharing activities in the Office of Information Systems and Technology (OIST).

Expected Outcomes

Under the guidance of a senior staff, contributes independently to the work unit by completing a variety of tasks assigned, covering all or a combination of the following functions:
IT Governance
- Assists in designing and managing IT governance processes in OIST, including support to the IT Committee (ITC), IT investment working group and other high level governance related activities.
- Analyzes high level updates on IT projects by coordinating with the different project managers.
- Assesses the sufficiency of IT project updates and selects the appropriate information that is relevant to ITC in line with the approved meeting agenda.
- Performs spot audits to ensure accuracy, validity and completeness of information that will aid the ITC in making informed decisions.
- Keeps track of ITC decisions and monitor OIST activities to ensure compliance with these decisions.
IT Performance Metrics
- Coordinates with the different groups in OIST in identifying the relevant IT processes that support critical business processes, strategic initiatives and the portfolio of IT-enabled investments that will be used in designing the balanced score card.
- Develops an approach in monitoring IT key performance indicators (KPIs) for measuring IT performance, in correlation with the key risks indicators (KRIs).
- Adapts industry best practices such as Control Objectives for Information and Related Technology (COBIT), IT Infrastructure Library (ITIL) and project management frameworks in measuring KPIs.
- Performs spot audits of work outputs reported by different OIST groups to ensure accuracy, validity and completeness of information using audit testing techniques.
- Prepares a comparative analysis of actual work outputs against internal targets to validate effectiveness of the defined metrics.
- Uses the performance metrics results to propose improvements to ensure that IT initiatives achieve cost effective and efficiency gains at acceptable risk levels.
- Prepares and facilitates the OIST’s annual user satisfaction survey. Develops data collection and analysis tools that will accurately measure the levels of user satisfaction with OIST’s performance in implementing, managing quality and delivering the required IT services.
- Communicates IT performance results, works with relevant groups to define remediation activities for identified deviations and monitors actions taken to address deviations.
- Benchmarks the results against comparators (i.e. Multilateral Development Banks) and consult with industry experts (i.e. Gartner).
Management Reporting
- Assists in the preparation of OIST’s annual work plan in line with OIST objectives and direction in support of the ADB’s strategy.
- Liaises with the different divisions to obtain high level updates on the status of OIST’s work program.
- Conducts regular reviews, and revises or updates the work plan in accordance with OIST management feedback or changing business needs.
- Applies industry best practices such as project management and risk management framework in designing reports on the IT portfolio.
- Designs reports that will regularly and accurately highlight OIST’s contribution to the business such as, but not limited to, IT solutions, service delivery, and performance, while ensuring that reported risks are taken into account (e.g. Board Status Reports, materials and presentations for ADB Management and Board Members, OIST’s report on IT Service Providers and consultants).
- Builds meaningful and comprehensive management reports in line with ADB’s expectation of IT as defined in the project management framework and other related standards of OIST.

Knowledge Sharing
- Designs and organize knowledge sharing activities of OIST, bringing in external subject matter experts for symposiums, focus group discussions and etc.
- Coordinates and maintains regular communication with other International Financial Institutions (IFIs) and Multilateral Development Banks (MDBs) to ensure continuous knowledge sharing of best practices.
- Organizes IT Governance events such as departmental and divisional retreats and supports vendor management related activities.
Administrative Procedures
- Assists in the development and implementation of OIST work process guidelines relating to IT governance, audit and compliance, risks and portfolio management.
Others
- Performs other duties as may be assigned and reflected in the incumbent’s work plan.

Educational Requirements:

- Bachelor’s degree in Information Technology, Business Administration, or Computer Science; preferably with advanced training and Project Management certification

Relevant Experience And Other Requirements:

Work experience
- At least 6 years relevant experience
Technical knowledge
- Knowledgeable in Portfolio, Program, and Project Management practices.
- Good understanding of IT project management framework, process improvement approach, and software development life cycle (SDLC) as defined by the Project Management Institute (PMI) and the Capability Maturity Model Integration (CMMI) Institute. Preferably with CMMI and/or Project Management Professional (PMP) or Prince 2 certification or equivalent.
- Ability to understand and relate details of various compliance issues (people, technology, and processes). Preferably certified in IT Infrastructure Library (ITIL) or equivalent.
- Experience in designing and implementing IT governance frameworks such as Control Objectives for Information and Related Technology (COBIT), ITIL, Project Management Body of Knowledge (PMBOK), and Risk Management. Following certifications are also preferred: Certified Information Systems Auditor (CISA), Certified in Risk and Information Systems Control (CRISC), Certified in the Governance of Enterprise IT (CGEIT), or equivalent.
- Experience in (i) designing and implementing balance score cards/key performance indicators; and (ii) reviewing and verifying quantitative data to results and recommend solutions.
- Experience in designing and writing Board documents/Management reports.
- Knowledgeable in standard software applications including Microsoft Windows, Microsoft Office, Microsoft Visio and Lotus Notes.
