Unit Head, Publishing - ADB - Manila, Philippines

Job Purpose:

Oversee and supervise the work of the Publishing and Dissemination Team in the Department of External Relations (DER) to support external relations priorities and knowledge dissemination efforts of ADB. Lead the overall publishing and dissemination program via print, digital and web platforms. Oversee development of institutional/corporate materials (print and electronic) including the bi-annual publication, Development Asia, and provide direction to enhance dissemination/marketing of products primarily using digital and web platforms. Supervise editorial and design services provided to client departments/offices and ensure consistency with ADB’s corporate visual identity guidelines and standards. Evaluate and enhance existing systems and publishing tools and coordinate protection of ADB’s intellectual property. Serve as DER’s focal point to the Publications Committee. Work within general policies, principles and goals, working directly with clients.

Expected Outcomes

Publishing and Dissemination
- Lead and provide direction to DER’s Publishing and Dissemination Team to further strengthen ADB’s online publishing program and dissemination efforts based on international best practice.
- Oversee the development and implementation of a strategic publishing and dissemination plan for producing institutional materials and collaterals using print, digital and web platforms and develop effective dissemination/marketing plan
- Oversee the coordination of the Unit's support provided to client departments/offices in various areas such as editorial, design, advice on intellectual property, and proofreading, and the further development of processes and tools that allow clients to take more ownership in the publishing process
- Track progress of annual publishing pipeline and manage overall resources including consultants/contractors. Oversee support for ADB flagship publications and collaterals; build and maintain relationships with ADB client departments
- Provide oversight to both editorial and production staff and evaluate and recommend enhancement to existing processes and tools based on international best practice, new publishing technologies and latest developments in the publishing field"
- Maintain and enhance standards to ensure publishing products and activities are consistent with ADB’s guidelines and standards
- Oversee further development of DevAsia magazine and other institutional products online presence and distribution/dissemination efforts to help position ADB as a knowledge institution.
- Provide publications advisory to staff and clients and work with Office of General Counsel and clients on copyright/trademark issues
- Oversee the support provided by the team for ADB Annual Report
- Coordinate and serve as DER’s focal point in the Publications Committee Meetings
Work Plan and Budget Management
- Set the general directions for preparing the budget and work plan and program of the team, in line with the department’s plans and objectives
- Monitors the progress of implementation of the team’s work program
- Ensures effective use of the team’s financial and staff resources
Knowledge Sharing
  • Ensure key knowledge products are widely disseminated through a variety of channels
  • Contribute to and support the preparation and conduct of related in-house seminars and workshops.
  • Knowledgeable in current publishing and marketing trends, particularly using digital and web platforms and copyright issues
Staff Supervision
  • Supervise a team of communications professional to achieve key ADB objectives in the areas of publishing and dissemination
  • Provide leadership and support to reporting staff. Excellent interpersonal skills
  • Supervise the performance of reporting staff, providing clear direction and regular monitoring and feedback on performance.
  • Ensure the ongoing learning and development of reporting staff.

Educational Requirements:

  • Master's Degree, or equivalent, in Publishing, Communications, Journalism, Marketing, Graphic Design, or related fields. University degree in Publishing, Communications, Journalism, Marketing, Graphic Design, or related fields combined with specialized experience in similar organization/s, may be considered in lieu of a Master’s degree

  • At least 10 years' relevant experience within the field in a professional capacity.
