Senior WASH Advisor / Sector Leader
Based in Thimphu, Bhutan

The Royal Government of Bhutan (RGoB) in its upcoming 11th Five Year Plan for 2013-18 has prioritised sanitation and hygiene as a key sector result area. It is targeting an increase in rural access to improved sanitation (with hygienic usage) from 54% to over 80% and a scaling up of the MoHs national RSAHP. In Bhutan, SNV operates under a Country Agreement with the RGoB and has been active in the WASH sector since 1989. The current focus is on sanitation and SNV currently works in both urban and rural areas to provide capacity building support to ultimately promote district and town wide access to improved sanitation and hygiene practices and a responsive institutional set-up with the overall goal of ensuring access for all. In the rural sector, SNV is a partner for the Ministry of Health (MoH) and is currently operating under a Framework Agreement (2008-2013) to provide technical support to develop the national Rural Sanitation and Hygiene Programme, through its Sustainable Sanitation and Hygiene for All (SSH4A) programme since 2008. The SSH4A is part of SNV regional rural sanitation and hygiene programme in 6 countries in Asia.
Pending successful funding, the intention is to scale up this programme from 2013-2016 as part of a new Framework Agreement to further provide professional and institutional capacity building support to the MoH to better enable it to achieve its MDG and national sector target of > 80% access to improved sanitation. This will be done by scaling up the endorsed SSH4A approach nationally within the next 11th FYP and expand to further districts as part of the RSAHP. In the urban sector, SNV has provided technical support to the Ministry of Works and Human Settlements (MoWHS) since 2011 to develop approaches to improving small town sanitation. Following a planned evaluation there is a commitment to expand the programme to further small towns under a new agreement until 2015.

The primary clients will be the Department of Engineering Services in the Ministry of Works & Human Settlement and the Public Health Engineering Division under the Ministry of Health.

Responsibilities
Nature of the position
The Senior WASH Advisor/Sector Leader will primarily lead a team of national WASH advisors to provide technical advisory services to the MoH, and to the MOWHS under the 11th FYP and framework agreements. As the sector leader, the position will be to steer SNV WASH sector programme development and quality of practice at country level, in line with global sector strategy, cross-cutting themes and in consultation with MD, Global Sector Coordinator and Country Management Team, in order to improve SNV’s sector performance and contribute to sustainability of SNV at country level.

Advisory Services
Provide advisory services in more complex projects and programmes, lead key assignments in the sector, and coordinate and monitor quality of advisory services of the sector team, in line with project requirements and SNV standards.

Sector operations and implementation
Steer, manage, monitor and report on WASH sector programmes, projects and quality of practice within the sector in the country, in line with project objectives, customer requirements, corporate KQIs and frameworks including monitor and evaluation indicators, time line, budget and contract management, and in consultation with CD and where needed with other Sector Leaders.

People Management
Develop staffing plan and recruit, appraise, develop, coach and motivate staff of own sector team accordingly, including project staff, consultants and LCBs, within the framework of SNV personnel manuals and policies regarding LCBs and consultants.

Knowledge networking and innovation
Stimulate learning and innovation among sector advisors and across flexible staffing groups, supported by and feeding into the Global Sector Coordinator and ensure proper documentation of and review lessons learned from managing projects and programmes, participate in knowledge or expertise groups or networks, and publishing of cases and other materials to profile the sector.

External network development
Represent SNV sector on country level, build relationships with external stakeholders (including in-country representatives of key customers), leverage these networks for developing, implementing and up-scaling of programmes.

Resource mobilization
Identify opportunities and mobilise resources in collaboration with Global Sector Coordinator, Business Development team, CD and other Sector Leaders within and beyond the country, in line with government guidelines and SNV Business Development policies and procedures and ensure timely response and fulfillment of pre-bid agreements, review quality of proposals including sector strategy compliance.

Reports
Report hierarchically to Country Director and functionally to Managing Director.

Candidate profile
  • Qualifications: University Degree in Civil, Environmental or Public Health Engineering or Public Health. A specialist post graduate qualification related to water, sanitation and hygiene in developing countries would be highly advantageous.
  • Solid WASH sector background and proven track record in the sector with at least 8 years of work experience in developing countries – preferably in South Asia.
  • Managerial experience with professional teams, integrating and steering different processes (primary and support) at sector level, developing partnerships and mobilising resources.
  • Demonstrated experience in WASH strategy and sector development for both rural/and or urban settings with a focus on sanitation and hygiene.
  • Mentoring, training and capacity building of personnel at national and sub-national levels.

Information on duty station
  • Duty station will be Thimphu, capital of Bhutan
Medical facilities: Standard healthcare facilities available; more complicated issues are dealt with in Bangkok
Educational facilities: International schooling systems in English (up to VI).
Security situation: Good. Peace and security throughout the country.
Accessibility: 4 days per week flights to Bangkok, Delhi, Kolkatta, Katmandu and Dhaka.
Communication: Good telephone and internet facilities.
