Job Purpose:

Track global and regional developments, and identify issues that may have bearing on Asian Development Bank's (ADB's) energy policy and operations. As necessary, provide clarifications and elaborations that enable energy sector operations to be fully aligned with the vision and strategic agenda laid down in Strategy 2020 and other strategic corporate documents.
Provide leadership and guidance to staff in ensuring a continuous learning environment; encourage innovations and facilitate change for addressing issues and barriers, generating options, strengthening energy security in developing member countries (DMCs), and pursuing environmentally sustainable and inclusive economic growth. Coordinate with other sector and thematic Communities of Practices (CoPs) to seek more effective and sustainable solutions.
Assist regional departments in improving the quality of lending and non-lending interventions in the energy sector. Guide monitoring and reporting of energy sector operations and help increase the visibility of the energy sector. Assist staff in responding to energy sector related queries from Management, the Board of Directors and external stakeholders. As necessary, facilitate in developing networks with development partners, multilateral institutions, and international energy experts for developing and sharing knowledge products. Work with complex issues and guide others in resolving complex problems with high levels of risk.

Expected Outcomes

a. Leadership and Strategic Management
- Provide a working environment that encourages coordination and cohesion among the energy sector staff in the operation divisions, and staff in other departments that provide inputs for developing energy sector policies, initiatives, and operations (e.g., Operations Services and Financial Management Department, Department of External Relations, Economics and Research Department, Office of Regional Economic Integration, Representative Offices, and Strategy and Policy Department).
- Foster close coordination with the Regional and Sustainable Development Department (RSDD) divisions and units for resolving energy sector related issues.
- Introduce innovative approaches for increasing relevance, effectiveness, efficiency and sustainability of energy sector operations.
- Support and assist staff in preparation of knowledge products; identify and help seek resources as necessary and provide mentoring for ensuring a high quality of output.
- Oversee the establishment and cascading of the energy sector policy and operations in support of RSDD goals and in line with ADB's corporate objectives. •
- Oversee the planning, implementation and supervision of work plans of the energy CoP.
- Provide leadership in professional and technical matters, while respecting the skills and abilities of lead staff in the energy divisions.

b. Coordination, operation support and quality control
- Oversee the design and processing of regional technical assistance (TA) projects supporting energy sector policy and operations.
- Guide in constantly improving the peer review process for energy sector projects. Provide closer scrutiny of project proposals involving high levels of risk and those having a high visibility (e.g., a high demonstrational impact, considerable reputational risk).
- Work closely with Director, Sustainable Infrastructure Division, RSDD in accomplishing activities related to the energy sector.
- Coordinate with other CoPs and other knowledge departments on cross-sectoral issues and projects that are developed by them but require energy sector related inputs.
- Suggest and guide in improved monitoring, evaluating and reporting of results of energy sector operations.
- Create, and participate in, initiatives that generate solutions and options for expanding energy sector operations, particularly the clean energy program.

c. External Relations and Coordination
- Support relationship management, consultation and coordination with governments, development partners, civil society, and private sector groups in area of energy sector operations and policies.
- Represent ADB at external events organized by multilateral institutions, development partners, and international energy experts.
- Guide and supervise the establishment and functioning of web-based knowledge sharing platform for dissemination of information about energy sector operations and knowledge products.


d. Internal Relations
- Support relationship management and coordination with the Board, Management and other departments
- Work closely with other members of the RSDD management team for developing and implementing the department strategic plan, promoting and leading cross-sector/thematic team work.
- Work closely with directors in the operations sector divisions in identifying areas for cooperation and maintaining close coordination and collaboration in the energy sector.
- Coordinate with the Budget, Personnel, and Management Services Department in filling vacancies, recruitment, training, career development, and performance assessment of energy sector staff.


e. Knowledge Sharing
- Participate in and contribute to relevant internal and external training and conferences and other activities for advocacy, dissemination and knowledge building.

f. Staff Supervision
- Create and lead multi-disciplinary teams and ensure the overall quality of their work.
- Supervise the performance of teams and individuals providing clear direction and regular monitoring and feedback on performance.
  • Provide coaching and mentoring to team and individuals and ensure their on-going learning and development.

Educational Requirements:

  • Master's degree, or equivalent, in Engineering, Business Administration, Public Management, Economics, Finance, or related fields. University degree in Engineering, Business Administration, Public Management, Economics, Finance, or related fields combined with specialized experience in related organizations may be considered in lieu of Master’s degree.

Relevant Experience And Other Requirements:

- Suitability to undertake the responsibilities mentioned above at the required level.
- At least 15 years of relevant professional experience in the relevant sectors and thematic areas, project processing and administration.
- Proven management and leadership qualities.
- Excellent oral and written communication skills in English.
- International experience working in development in several countries.
