Financial Management Specialist (Readvertisement) - ADB - Manila, Philippines

Job Purpose:

Assist and provide advice, expertise and support to financial management (FM) function in ADB by providing (i) financial due diligence advisory services; (ii) use of country FM systems advisory services;(iii) financial structuring advisory services; and (iv) skills development for staff. Advise operations to ensure project compliance with ADB’s guidelines on financial management and analysis. Support and advise staff on assessment of DMC country financial management systems, and make recommendations for use in delivery of ADB operations. Contribute to development of knowledge products and disseminate these through internal and external networks, training delivery and other knowledge management tools. Work within a framework and broad policies, principles and goals, applying professional judgment in selection of approaches and work methods.

Expected Outcomes

a. Policies, Strategies and Frameworks
- Contribute to review and update ADB’s FM policies, administrative instructions, technical guidelines, and templates (ie. the project administration manual).
- Contribute to preparation of bi-annual FM retrospective reviews for ADB Management assessing the design and implementation of FM due diligence for ADB loan and/or grant financed projects.

b. Operational Advice and Support
- Assist in providing advice to operations departments on compliance with FM policies, administrative instructions, and technical guidelines in project design and implementation.
- Advise on financial risks to inform the country partnership strategy and the design and implementation of projects and identify appropriate risk mitigation measures.
- Provide technical advice to operations departments on project financial risk assessment, financial analysis, and financial management assessment, and identification of areas for capacity development and appropriate risk mitigation measures, to ensure project financial viability and sustainability.
- Provide technical advice to operations departments on country/sector FM system assessments and the appropriate use of such systems, including identification of areas for capacity development and appropriate risk mitigation measures.
- Work with project teams to develop financial structures for sensitive and complex projects, proposing innovative solutions as appropriate.

c. Knowledge Generation and Sharing
- Contribute to the development of FM knowledge products including sector/thematic studies and assessments, good practice examples, guidelines, and checklists.
- In cooperation with Budget, Personnel and Management System Department, assist in the delivery of FM training programs in areas of financial risk assessment, financial analysis, financial management assessment, use of country FM systems, and project supervision and administration.
- Assist in development and maintenance of databases and websites containing relevant information on ADB’s FM knowledge products and activities.
- Participation in MDB financial management harmonization working groups, and support regional accounting and audit bodies.

d. Staff Supervision
- Supervise the performance of reporting staff, providing clear direction and regular monitoring and feedback on performance.
- Provide coaching and mentoring to reporting staff and ensure their ongoing learning and development.

Educational Requirements:

Master’s Degree, or equivalent, in business, finance, commerce, or related fields, with a professional designation in accounting (e.g. CPA, CA); University degree in business, finance, commerce or related fields, combined with specialized experience in similar organization/s, may be considered in lieu of a Master’s degree.

Relevant Experience And Other Requirements:

- Suitability to undertake the responsibilities mentioned above at the required level
- At least 8 years of relevant professional experience in private sector or public sector financial management (i.e. accounting, budgeting, auditing), or related area
- Excellent in project and/or structured finance and/or multilateral development banking preferred
- Excellent oral and written communication skills in English
- International experience working in development in several countries
