Job Summary


 Cardno Emerging Markets is seeking energetic and enthusiastic candidates to assist the Government of Timor-Leste with the National Program for Suco Development (Programa Nasional Dezenvolvimentu Suku – PNDS). PNDS is an initiative of the Government of Timor-Leste, jointly managed by the Ministry of State Administration and Ministry of Finance, which aims to work with communities at the village level to help eliminate poverty by investing in community-driven infrastructure projects.
 
On 18 January 2012, the Timor-Leste Council of Ministers passed a resolution on a new mechanism to accelerate development in all sucos across the country. This mechanism will empower village communities to be directly involved in their own development through planning, construction and management of their own infrastructure. This mechanism will accelerate the development of infrastructure facilities at the village level as well as providing additional jobs and opportunities to rural communities. The mechanism will be known as the National Program for Suco Development or Programa Nasional Dezenvolvimentu Suku (PNDS).
AusAID is assisting the government to develop the PNDS through the provision of support services managed by Cardno Emerging Markets. 
 
We currently have a vacancy for the position of Site Manager - Tibar. The Site Manager - Tibar will be responsible for the site management of the engineering training at CNEFP Tibar, ensuring trainee logistical support runs as planned and co-ordinating with the Cardno Office in Balide and CNEFP in Tibar.
 
The objectives of this role are to assist the Logistics and Office Manager provide daily oversight of the administrative and logistic requirements of the engineering training at CNEFP/Tibar.
 
This position forms part of the PNDS Support Services Program. The successful applicant will be part of the Operations Unit, a multi-disciplinary team that provides support to the Government of Timor-Leste, AusAID and Cardno in the planning and implementation of PNDS.
 
Reports to: Logistics & Office Manager. Number of direct reports: No direct reports but co-ordination responsibilities of approximately 200 trainees.​

Key Responsibilities


  • Organise and manage the movement of trainees from Dili to Tibar and back each day, ensuring trainees are present at the required times.
  • Manage and verify attendance records and systems to monitor engineering trainee attendance.
  • Work with Cardno finance staff to support the disbursement of allowances to trainees accurately and on time.
  • Ensure the daily Dili-Tibar transport system is working effectively, including liaison with transport providers.
  • Liaise with CNEFP staff regarding daily administrative and logistical plans.
  • Co-ordinate with trainers to ensure that logistical support is aligned with training timetables and requirements.
  •  Organise logistical support for field trips and other off-campus training related activities.
  • Assist liaison between Cardno training staff and Tibar based staff and advisers to support quality training outcomes.
  • Undertake trouble shooting for minor logistical issues that may arise during the training period.
  • Provide support and encouragement for trainees who are living far from families.​

Other Requirements


  • Position Site Manager Tibar, open to Timorese nationals only
  • Bachelors Degree in relevant discipline (program management, logistics etc).
  • 3-5 years previous experience in project management or program logistics, working on projects or activities with large numbers of people to co-ordinate.
  • Ability to operate and maintain manual and electronic information and records management systems.
  • Ability to be highly organised, and demonstrate leadership qualities and problem solving skills.
  • Demonstrated computing skills in Microsoft Office applications (Word, Excel, Outlook, etc).
  • Verbal and written skills in Tetum, Bahasa Indonesian and English is an added advantage.
  • Previous experience on an AusAID project.
  • Experience working with Government partners.
  • Fluency in English. ​
Duration :
Subject to final approval from AusAID, to be contracted for the period March – October 2013.
