Job Summary


On 18 January 2012, the Timor-Leste Council of Ministers passed a resolution on a new mechanism to accelerate development in all sucos across the country. This mechanism will empower village communities to be directly involved in their own development through planning, construction and management of their own infrastructure. This mechanism will accelerate the development of infrastructure facilities at the village level as well as providing additional jobs and opportunities to rural communities. The mechanism will be known as the National Program for Suco Development or Programa Nasional Dezenvolvimentu Suku (PNDS).
 
The Government of Timor-Leste (GoTL) has established an Inter-Ministerial Steering Committee jointly led by the Minister of State Administration and the Minister of Finance to guide, monitor and evaluate the implementation of the PNDS, and a Technical Working Group consisting of relevant line ministries.  A Secretariat has been established to develop a detailed design for the program and undertake initial preparatory work for program implementation, including training and recruitment of program staff, field engineers, community facilitators and book keepers.
 
The Technical Working Group with assistance from technical specialists is currently finalising a Program Operations Manual for PNDS and developing a training system to prepare PNDS field staff for program implementation in 2013/14. Small teams of technical experts are being engaged to begin work on curriculum development for the three categories of PNDS facilitators: civil engineering, financial management and community mobilisation.
 
Small teams of community mobilisation facilitators will be placed in each sub-district and district to support villages to prioritise, plan and implement small infrastructure projects to address community development needs. Candidates recruited as facilitators are expected to have varying ages, skills and levels of community facilitation experience.
 
The program will use a long term strategy of ongoing capacity development, delivered through regular refresher training and on-the-job mentoring. It is anticipated that the initial pre-deployment training will provide all participants with a solid grounding in community mobilisation, participatory planning, problem-solving, and project management.
 
Sub-district facilitators will also be responsible for training and mentoring (village-based) community teams. They will therefore require training to help prepare and deliver this training. Training materials for both the sub-district facilitators and the community teams should be competency based and sufficiently practically-oriented to produce graduates ready to undertake field work.
 
The objectives of this role are to support the PNDS Training Manager to develop and field test a community mobilisation training program. This training program would be the basis for training of community engagement facilitators (to be recruited in the later stages of implementation of PNDS).
 
This position forms part of the PNDS Support Services Program. The successful applicant will be part of the Training Unit, a multi-disciplinary team that provides support to the Government of Timor-Leste, AusAID and Cardno in the planning and implementation of PNDS.

Key Responsibilities


The primary task will be to work as part of a small Community Facilitation Training Team comprising one international specialist and one other experienced national trainer. The team will develop a training program for community engagement facilitators based in sub-districts. The training program is anticipated to have a duration of six-weeks. The team will also prepare a compressed version of the training for the other sub-district facilitators (civil engineering, financial management).
 
The Community Facilitation Training Team will be required to advise on course structure and content. Modules might include the following:
  • General facilitation and communication skills.
  • Social analysis/mapping skills and engagement strategies.
  • Problem solving and dispute resolution skills.
  • Practical communication, presentation and organisational skills.
  • Technical themes such as broad participation, transparency, accountability, gender equality, community empowerment.
  • Community planning and management.
  • Training skills.
All training materials would need to be field tested on a small sample of participants and necessary adjustments made to content and/or delivery methods.
 
Finally, the Community Facilitation Training Team would be required to support, guide and mentor other trainers to ensure they are equipped with the appropriate knowledge, skills and confidence to effectively deliver the courses.
 
Deliverables:
  1. Proposed course outlines for the training programs, describing the key competencies targeted and the number of hours/days required for delivery.
  2. Detailed module, teaching and assessment guides.
  3. A resourcing schedule describing personnel and materials required to deliver the training.
  4. Draft terms of reference to field test each of the training packages.
  5. Brief reports on each of the field tests describing the process and results of each (including explanations of any adjustments made).
  6. Trainers’ workshop to prepare a team of trainers for the community facilitation course.
  7.  A simple monitoring and evaluation framework to assess the effectiveness of the training.
Key activities :
  1. Advise international specialists about Timorese cultural and contextual issues.
  2. Based on local experience, help “reality test” all proposed training materials and methods, particularly the packages developed for village teams.
  3. Advise on appropriate local implementation partners and operational issues.
  4. Lead implementation of field tests.
  5. Contribute to the development of all modules.​

Other Requirements


Selection Criteria :
  1. Position Community Facilitation Trainer – open to Timorese nationals only
  2. A Bachelor’s or advanced degree in a relevant field, preferably with a specialisation in community mobilisation, participatory development or vocational training.
  3. Ten+ years’ relevant experience in developing and delivering training materials for field staff in rural development or community-driven development programs.
  4. Demonstrated experience and knowledge of a diverse range of communication and community facilitation techniques.
  5. Fluency in verbal and written Tetum and English.
  6. Strong interpersonal skills and demonstrated ability to work in multi-cultural and multi-disciplinary teams.
  7. Previous experience working on AusAID projects.
  8. Experience working with government partners.
  9. Indonesian language fluency.

Subject to final approval from AusAID, to be contracted for the period February to 31 August 2013.
