  PURPOSE OF POSITION:

To provide overall leadership and management of the People & Culture Department; coordinate and advise on P&C matter across all Departments within WV Lao to build excellent people management practices; partner with every department and project in fulfilling their roles and functions as well as in the establishment and implementation of effective P&C policies and procedures in line with WVI standards, WVL Strategy and Annual Business Plans. Provide strategic management advice and assistance on all aspects of the ministry on People & Culture implications of decisions to be made.


KEY RESPONSIBILITIES:

    I. Strategy Development & Planning
    • Contribute to the development, review and monitoring of National strategy, organizational directions and programming guidance.
    • Design, develop and review human resources policies, procedures and systems for efficient people management.
    • Develop strategic directions and priorities for organizational learning and culture change.
    • Develop strategic directions and priorities for People & Culture department (short, medium and long term).
    • Ensure alignment of WVL with EASO and GC People & Culture Procedures and policies.
    • Review and develop appropriate organizational designs and effective structures.
    • Advise management on strategic Organizational Development Initiatives, and implement policies/practices to favour them.
    • Participate in the overall budgeting process to ensure People & Culture (P&C) Plans are included.
    • Ensure timely follow-up on P&C Audit.

    II. Resource Acquisition & Management
    • Develop funding models for staff learning and development programs, including PNS funding.
    • Collaborate with Universities and other channels of recruitment to establish and maintain volunteers and interns pools.
    • Analyse and provide recommendation on all recruitment requests from head of department and team leaders.
    • Manage human resources and organizational development budgets.

    III. Capacity Building
    • Build capacity of P&C team to deliver quality HR & OD services to WVL.
    • Lead Capacity Building Initiatives on staff skills profiling, auditing and identification of specific capacity building and training needs; develop suitable plans/programs and packages to meet staff development needs; and provide review/analysis of such programs.
    • Provide coaching for performance to P&C team members for their growth.
    • Support staff leadership development, and establish plans to favour them.
    • Conduct in-house training programs on P&C practices and policies.
    • Facilitate the National Director, Senior Management Team and other non P&C staff in understanding and interpretation of P&C Policies.

    IV. Accountability & Quality Assurance
    • Set up a robust HR infrastructure to manage recruitment cycles, OurPeople, orientation, compensation/benefits administration, staff care, retention, pension/ separation).
    • Develop leaders’ capacity in nurturing a culture of high trust and accountability.
    • Develop remuneration and benefits plans, ensuring they are equitable, competitive and fair to staff, and appropriate for each role’s contribution to WVL ministry goals.
    • Handle staff grievances and disciplinary action process in collaboration with line managers.
    • Ensure proper process of WVI payroll reconciliation and the administration of international staff benefits in accordance with WVI policies, Global Center and EASO practices and regulations.
    • Liaise with the Legal Counsel in Lao and/or Global Center Legal department on matters pertaining to staff contract termination.
    • Provide counsel to staff and managers on issues pertaining to employee relations in line with Lao labour laws and WVI Policies.
    • Conduct exit interview and debriefings for international staff and senior managers.
    • Manage the process of short-term deployments and secondment from and/or to WV Lao.
    • Ensure staff compliance with conflict of interest policy, child protection & code of conduct.
    • Attend to Industrial Court Litigation and all Labour arbitration cases.
    • Ensure that P&C Information are handled confidentially at all times.
    • Develop HR practices that support leaders to achieve their Strategy related goals in cost effectiveness matter .
    • Facilitate ongoing reflections on WV Core Values in nurturing staff and managers’ character.
    • Partner with managers and Zones to ensure an effective implementation of Performance Management system within WV Lao ministry.
    • Conduct organizational culture climate audits and engaging the leaders to implement corrective action in accordance with WVL Strategy and ABPs.
    • Promote support systems and services for the well being of staff.

    V. Networking & Coordination
    • Represent WVL on HR related matters to other NGOs and branches of the Government of Lao.
    • Liaise and collaborate with other P&C personnel within the Region and Global Centre on matters pertaining to human resources and organizational development of WV Lao.
    • Network and develop linkages with like organizations to share access to qualified candidates pool and to keep in tune with changes in HR environment, responsibilities and best practices.
    • Collaborate with Senior Leadership Team and Managers on performance management and in dealing with staff performance issues.
    • Interface with WVI Global HR network and EASO P&C on all matter relating to WVL P&C work.

    VI. Management and Leadership
    • Take the lead in managing and retaining talents of the organization.
    • Support and nurture current and future leaders, enable them to prepare for and fulfill their leadership competency & commitment.
    • Take a leading role to introduce Change Management Model in WVL.
    • Facilitate and track initiatives of talent management and leadership growth.
    • Facilitate and lead the spiritual nurture for WV Lao.
    • Influence staff and managers towards Servant Leadership and a shared understanding of WV Core values.
    • Actively participate in the Senior Leadership Team meetings and initiatives.
    • Meet with the National Director regularly for support and updates, and for quarterly coaching and annual performance appraisal reviews. Plan and seek support for continued personal, professional and spiritual development. Undertake other duties as reasonably assigned by the National Director.
    • Attend and participate in devotional meetings.


KNOWLEDGE, SKILLS & ABILITIES:
    Required Education:
    • Degree/Graduate qualification and/or Professional qualification in HR Management/Development, Psychology, Development Studies, Leadership or Organizational Development.

    Required Experience:
    • 5 – 7 years experience in Human Resources Development with a deep understanding of all areas of Human Resources management, knowledge of HR and OD practices and experience in a complex, international organization (preferably in an INGO context).

    Required Abilities:
    • Proven track record of effective contribution in senior leadership groups.
    • A proven record of developing people in a cross-cultural setting, and initiating and/or implementing organizational change.
    • Modelling of a Servant Leadership Style at all level.

    Preferred:
    • Overseas experience in Asian context is a plus.
