OBJECTIVES OF THE PROGRAMME : The Division of Combating Communicable Diseases is responsible for the prevention and control of all communicable diseases which has been categorized into four Units: Expanded Programme on Immunization (EPI); Stop TB and Leprosy Elimination (STB); Malaria, other Vectorborne and Parasitic Diseases (MVP); and HIV/AIDS and STI (HSI). The Division oversees programmes developed for each of the specific diseases targeted at reducing their morbidity and mortality. It also monitors the collection, collation and analysis of data/information related to the diseases and applies them to formulate regional strategies and action plans.
Description of duties: Reports to the Regional Director and Director, Programme Management advising on policy and technical matters in the areas of immunization, tuberculosis, leprosy, HIV/ AIDS, sexually transmitted diseases, malaria and other parasitic diseases prevention and control activities. The incumbent will brief and provide supervisors with key advice on all research and development related activities of the Focus. He/She will lead efforts in resources mobilization with the assistance of the Team Leaders and other Focus staff. He/she will encourage inter-programmatic collaborations among the Focus as well as broker and coordinate partnerships, information sharing and exchange. He/She is expected to exercise a high degree of initiative and innovation in managing his/her programmes. Responsibilities: 1. Ensure that the Division's technical cooperation in all of its focus is consistent with Regional Office's organizational goal and principles, and is contributing towards the Organization's corporate strategies; 2. Collaborate with other Division Directors on technical, administrative and financial matters of common interest, as well as serve on cross-cutting task force and other committees in the Regional Office as assigned by the Regional Director; 3. Participate and guide in the formulation, implementation, monitoring and evaluation of the Division's programmes through: (a) undertaking the assessment of the health needs in the field and evaluate the progress of plans/programmes in these areas; (b) in consultation, coordination and close collaboration with WHO Representatives and other stakeholders, supporting the development of national plans and implementation of programmes in accordance with Member States' mandates, World Health Assembly and Regional Committee for the Western Pacific resolutions and country cooperation strategy (CCS) whenever available; (c) examining critically all plans of operations within the Division's fields of competence in cooperation with the Team Leaders and WHO Representatives to make appropriate recommendations; (d) conducting regular evaluations of the effectiveness of the technical cooperation within the Division's assigned fields in collaboration with the Team Leaders; (e) ensuring that technical cooperation, implementation of new strategies and guidelines and other products within the fields assigned to the Division are coordinated with the proper national counterparts from the planning to the implementation phase; 4. Explore alternatives to increase the Division's expertise potential by encouraging inter-programmatic collaborations involving different Divisions, Focus and outside experts, optimizing the role of collaborating centres and by assisting those Focus whose interactions with expert groups and networks at regional and country levels are either weak or non-existent; 5. Promote strategic alliances, new partnerships and joint ventures to sustain and increase Communicable Diseases' current resources mobilization capacity; 6. When so assigned and designated, act as Director, Programme Management or Officer-in-Charge as required; 7. Prepare technical reports, speeches and other documents as required primarily within the Division's field of competence; 8. Perform other related duties as required.
REQUIRED QUALIFICATIONS
Education: Degree in medicine from a recognized medical school and post-graduate degree in public health or a related field.
Skills: Solid set of management, technical, public relations, networking, administrative and financial resources mobilization skills in those areas relevant to the Division's work and a proven track record of having been assigned to one or more senior level positions. Computer literacy: word processing, spreadsheet and presentation software. Ability to work harmoniously as a member of a team, adapt to diverse educational and cultural backgrounds and maintain a high standard of personal conduct. Competencies: 1. Experience: Essential: Over ten years of experience, including international experience in communicable diseases prevention and control, with emphasis on the Division's target programmes. Extensive experience in the field of public health administration including supervisory, administrative and advisory functions at international level. Possess a track record in programme management, planning and implementation, and with international exposure including Asia and the Pacific. Desirable: Experience in successful networking with key stakeholders in relevant fields including intersectoral alliances, advocacy, public relations and resource mobilization. Experience working on the ground in developing countries in the area of communicable diseases.
Languages: Excellent knowledge of written and spoken English. One or more additional languages with emphasis on any of the official UN languages would be an asset.

Annual salary: (Net of tax) USD95 394 at single rate USD103 204 with primary dependants	Post Adjustment: 59.1 % of the above figure(s). This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
