OBJECTIVES OF THE PROGRAMME :
To support the national authorities in planning, development, management and implementation of health programmes and coordinate donnor assistance to the health sector
Description of duties:
1. Develops office budget during work planning exercises, providing the Senior Programme Management Officer and the WHO Representative with advice on attainment of office objectives and execution options within operational parameters;
2. Manage the administrative operations of the Office in all aspects of human resources, budget and finance, procurement, travel and transportation, building and office administration and security and ensures efficient delivery capacity of all administrative services;
3. Provide advice and guidance to the WHO Representative and all staff on administrative processess and procedures and addresses/resolves administrative/management issues as appropriate;
4. Ensure that WHO financial policy and procedures are adhered to for all WHO activities at country level;
5. Provides overall supervision for the financial operations of the Office in the areas of accounting, disbursing, reporting and other financial controls based on established policies and procedures and approves payments within the delegated authorities;
6. Coordinates the administrative and financial activities of the country office in collaboration with other UN agencies, bilateral and multilateral agencies, inter- and non-governmental organizations;
7. Provides support to national authorities and UN agency counterparts on WHO programmes;
8. Leads training and staff development initiatives for the Country Office team in consultation with the Regional Office;
9. Implements assessment measures for gauging programme and administrative service delivery and creates innovations for improved efficiencies and effectivenesss;
10. Liaises and collaborates with the national authorities, diplomatic missions and other UN agencies on all administrative and financial matters pertaining to the daily operations of the Office and ensures delivery of support services.
REQUIRED QUALIFICATIONS
Education:
University degree in public or business administration, management or relevant field is essential. Advanced university degree in public or business administration, management or relevant field is desirable.
Skills:
Thorough knowledge of management theories, principles, policies and procedures and their application. High level managerial, supervisory, analytical and negotiation skills. Skills in programme formulation, design and research development. Good knowledge of computer applications. Excellent interpersonal and communication skills. Ability to work harmoniously as a member of a team, adapt to diverse educational and cultural backgrounds and maintain high standards of personal conduct.

Experience:
Five years of experience in public administration or management is essential. Experience in UN Organization is desirable.

Additional Information:
Post is subject to local recruitment and will be filled by persons recruited in the local commuting area of the office.
Annual salary: (Net of tax)
USD35 403 at single rate
USD35 403 with primary dependants
