Background:
In October 2012, USAID awarded Mercy Corps—along with project partners ACDI-VOCA, ICNL, and IRI—the Broadening Participation through Civil Society (BPCS) program. Having come through the planning stages of the initial launch, the project team seeks short term assistance in crafting a comprehensive, integrated training program plan for the full three years of the capacity development element.

Purpose / Project Description:
The BPCS program goal is to foster an increasingly professional, interactive and interconnected Iraqi civil society that offers greater opportunities for citizens to contribute to and benefit from the country’s development. The BPCS builds on previous civil society program Mercy Corps has designed and implemented in Iraq, the Middle East, and elsewhere and features five Intermediate Results: IR1: Democratic engagement of citizens increased; IR2: Institutional capacity of Cvil Society Organizations (CSOs)/Non-Governmental Organization (NGOs) increased; IR3: Civil society impact on public policy increased; IR4: Enabling environment for civil society improved; and IR5: Special projects—Civilian war victims assisted.
     
Consultant Objectives:
The consultant will develop and create a comprehensive, integrated training, technical assistance, mentoring/coaching and TOT program for CSO/NGO capacity building component (IR2) that anticipates three years of program needs and initiates the implementation of that training.

Consultant Activities:
  • Work closely with BPCS Deputy CoP to ensure optimal relevance of training curriculum materials and capacity development needs of Mercy Corps trainings and technical assistance team members.
  • Identify BPCS training partners
  • Coordinate capacity development and mentor coaching with  BPCS staff training on organizational development
  • Work to integrate CSO/NGO capacity development curriculum into core program
  • Anticipate emerging capacity development needs over the life of the project and provide training solutions
  • Day to day coordination with the CSO Capacity Building Director.
  • Review organizational capacity analysis to frame curriculum
  • Conduct individual organization interviews to flesh out potential CSO/NGO capacity building needs

Consultant Deliverables:
  • Comprehensive, integrated curriculum and training plan to fulfill IR2
  • Finalize training delivery plan  with  Iraq training organizations
  • Training of trainers to BPCS staff CSO officers and trainers.
  • Establish basic standards  and processes for evaluating training effectiveness

Timeframe / Schedule: 
Ideally, the consultant would deploy to Iraq by early February 2013 and remain in country for no less than two months and up to three months, working under the supervision of the BPCS Deputy Chief of Party and in coordination with the CSO Capacity Building Director.

BPCS Program Partners

Desired Qualifications:
  • At least 5 years international experience with NGO capacity development programs including organizational development training.
  • Has strong understanding of CSO/NGO capacity building for local NGOs developed on direct experience
  • Middle East experience highly preferred
  • Excellent collaboration with program leadership and partners
  • Able to assess capacity development needs and design specific curriculum to address identified needs
  • Ability to anticipate future capacity development needs of CSOs/NGOs  and Mercy Corps team members and provide curriculum/materials to serve the three full years of program
  • Experienced trainer who can transmit skills to program staff and partners alike
