Job Purpose:

To function as a lead in supporting innovative and strategic financing modalities and mechanisms primarily for infrastructure debt financing through both sovereign and - in coordination with PSOD - non-sovereign modalities. The responsibilities would include the following project based activities (i) identification (origination), (ii) development (structuring), (iii) implementation (financial closing) and (iv) administration (portfolio management). The role would also include (i) conducting policy dialogue with DMCs for improving the enabling environment for project structuring and financing and for financial sector reforms to support project financing and (ii) engaging closely with clients to support developing bankable and sound interventions primarily in infrastructure financing space. Work within general policies, principles and goals, working directly with clients.

Expected Outcomes

a. Strategy and Planning
  • Monitor and analyze the market for private sector and infrastructure finance in ADB's developing member countries building on best practices regionally and internationally.
  • Assess the primary and secondary markets to determine absorptive capacity in terms of underwriting and loans syndication as well as bond issuances.
  • Oversee the development of structures and mechanisms for facilitating private sector financing, especially in the infrastructure sector in the domestic markets, via the use of innovative solutions such as the use of special purpose vehicles, credit enhancements, securitizations, syndications, etc.
  • Have an excellent understanding of the enabling environment for private sector development including the risks and opportunities for the purpose of recommending appropriate policy changes to promote private sector participation and transactions.
  • Participate in country teams and missions for planning and programming purposes and provide necessary inputs
b. Project Management
  • Identify, develop, implement and administer projects that can serve to leverage private funding primarily in the infrastructure debt financing space that merit ADB public sector assistance.
  • Develop pilot and innovative demonstration transactions that can promote market development and new lines of business that leverage ADB resources.
  • Work closely with SAOD, SARD resident missions, and PSOD to identify viable projects which contribute to address the region’s most acute development constraints and that support ADB’s poverty reduction goals.
  • Provide advice to DMCs, promoters and financial intermediaries regarding the management of risks in non-recourse financing and risk mitigation measures available through ADB.
  • Lead project teams in the due diligence, risk analysis and mitigation work of strategic transactions that can support the development of the local currency bond market..
c. Economic, Sector and Thematic Work
  • Lead and conduct economic, thematic and sector work related to policy, legal and regulatory as well as institutional framework for the infrastructure and financial sectors in the context of sustainable economic development and poverty reduction.
  • Monitor financial and economic development as far as it relates to potential infrastructure debt capital market transactions and carry out sector analysis and conduct policy dialogue.
  • Interact regularly with the executing agencies for smooth implementation of projects, and with other departments and offices in ADB headquarters on project implementation and administration related matters.
  • Prepare, or supervise the preparation, of sector strategies for Financial and Private Sector Development as well as inputs for Country Strategy and Program (CSP) and CSP updates as required.
  • Participate in various committees, working groups, and task forces assigned by SAPF and coordinate activities in the financial sector and PPP development with other multilateral and bilateral organizations, donors, consultants, nongovernment organizations and others as required.
d. Knowledge Sharing
- Lead, develop and maintain a suitable network in the area of financing and structuring of projects to keep abreast of the latest developments and issues.
- Substantially contribute to activities for advocacy, dissemination and knowledge building on financing and structuring of projects.
e. Staff Supervision
  • Assist and mentor new colleagues in taking on and improving assignments.
  • Advise SARD project teams through peer review and participation in missions.
  • Assist Director SAPF in preparation of work plans.
f. Others

Ensure the quality control at all levels of the project processing cycle as well as help mobilize the required co-financing resources both nationally and internationally.

Educational Requirements:

Master's Degree or equivalent in finance, business administration, economics, management or related fields. University degree in business administration, economics, finance, management or related fields combined with specialized experience in similar organization/s, may be considered in lieu of a Master’s degree.

Relevant Experience And Other Requirements:

  • Suitability to undertake the responsibilities mentioned above at the required level.
  • At least 10 years of relevant professional experience in the financial sector and capital market development and reforms as well as in project administration. International experience working in several countries.
  • In-depth knowledge of financial market transactions with a particular focus on supporting strategic transactions that will serve as demonstration projects to promote market development including development of the bond market
  • Understanding of ADB’s various financing modalities and instruments with a view to applying the optimal instrument to meet the desired development goals
  • Familiar with the state of market development across SARD countries and understand the key impediments to sustainable growth in the sector.
  • Ability to work closely with Government officials and other market participants in an environment where team work is actively promoted.
  • Able to steer ideas and projects to improve linkages between finance sector development and poverty reduction.
  • Excellent oral and written communication skills in English.
