Operations Coordination Division, PSOD, Private Sector Operations Department

Job Purpose:

Lead and provide guidance to ensure economic soundness of private sector operations. Assist in providing quality assurance with respect to the identification, measuring and monitoring of development effectiveness of Private Sector Operations Department (PSOD) transactions. Provide support to PSOD project divisions in economic evaluation of projects. Represents PSOD, as appropriate, in consultations with other departments and with other multilateral development banks (MDBs) on development effectiveness.

Expected Outcomes

a. Development Effectiveness Enhancement
- Review ADB-wide policy papers and prepare PSOD comments, and assist Operations Coordination Division (PSOC) in reviewing project related documents to ensure quality, consistency and alignment with relevant ADB strategies and policies from a development effectiveness perspective.
- Provide assistance to PSOD in maintaining appropriate standards of quality in identifying and monitoring of development effectiveness (development impact, outcome and outputs) in the preparation of the design and monitoring frameworks (DMF). Ensure the effective implementation of monitoring systems for development indicators.
- Consolidate development effectiveness data for PSOD, and be responsible for preparing PSOD papers on development effectiveness to be used for communication of this information to Management and the Board.
b. Economic Evaluation of Projects
- Provide support to project divisions in the preparation of the economic analysis and evaluation of PSOD projects, consistent with ADB policies, strategies, and guidelines, and participate in mission, in this regards, as necessary.

c. Strategic Planning
- Lead economic work at the sector level relevant to PSOD.
- Participate in interdepartmental working groups to provide inputs from PSOD’s perspective on strategic issues related to infrastructure sectors and capital markets.
- Coordinate with RDs/RMs for consistency on strategic issues, integration of policy commitments, and knowledge sharing.
d. Knowledge sharing
- Participate in sector and thematic networks to keep abreast of latest developments and issues of relevance to PSOD.
- Liaise with other MDBs to harmonize the identification, monitoring, and reporting on development effectiveness of private sector operations.
e. Staff supervision
- Supervise and manage the performance of reporting staff, providing clear direction and regular monitoring and feedback on performance.
- Ensure the on-going learning and development of reporting staff.
f. Management Support
  • Any other tasks that the Director General, PSOD, Director, PSOC, and the Lead Professional (Aid Effectiveness) may assign to support PSOD and ADB operations.

Educational Requirements:

Master's Degree, or equivalent, in Economics; or University degree and at least 5 years ADB work experience

Relevant Experience And Other Requirements:

  • Suitability to undertake the responsibilities mentioned above at the required level.
  • At least 10 years of relevant professional experience in economic work related to sectors of relevance to PSOD as well as exposure to the full project cycle (i.e., programming, project processing to project administration)-
  • Excellent oral and written communication skills in English
International experience working in development in several countries, preferably in Asia and the Pacific region.
