  PURPOSE OF POSITION:
      The role of the Education Programme Manager is to
    • Initiate MEC interventions across targeted Area Development Programmes in collaboration with the WVM Education Department and to take lead in timely project implementation and monitoring in line with the programme proposal guidelines;
    • To be part of the MEC Executive Committee and guide the overall implementation of education interventions under the consortium partner programme in the first two years and support the transition of the Myanmar Education Consortium into a Multi Donor Pooled Fund;
    • To provide technical leadership, coordination and support to help WVM to enhance the quality of its education programmes.
    • The Education Programme Manager will be required to travel to the MEC programme areas to assess the strengths and weaknesses of ongoing work, provide technical assistance, and identify and document areas of good practice.


KEY RESPONSIBILITIES:
      MEC program staff equipped to effectively implement, monitor and evaluate education interventions in compliance with the programme proposal guidelines and donor requirements
    • Management of staffing requirements and recruitment in the programme team
    • Direct line-management of a small number (3) of direct reports, including setting objectives and providing appropriate and constructive supervision, support, feedback and performance management
    • Train and mentor programme staff at all levels on effective implementation methodologies
    • Supervise targeted ADPs in the implementation of stipulated activities ensuring delivery against objectives and timely and high-quality reporting
    • Assist the development and mainstreaming of a programme monitoring system and contextualize monitoring and evaluation tools to assess compliance with minimum standards for ECD and
    • NFE and improved reading, basic math, and essential life skills outcomes. E.g. Functional Literacy Assessment Tool (FLAT), School Readiness Test, Core Indicators for Quality Minimum
    • Standards for ECD, classroom observation forms, NFE learning achievement assessment tool.
    • Prepare progress reports, as required by the WVM senior management and donors

      Financial leadership provided with a focus on ensuring accountability, capacity building of finance staff, coordination of budget and financial reporting
    • Assist with preparation of yearly budgets
    • Manage programme budget within approved spending limits and ensure accurate and timely financial reports
    • Ensure programme expenses are reasonable, allocable, prudent and spent in accordance with donor rules and regulations to ensure clean audits

      MEC programme staff equipped to deliver quality education interventions
    • Elaborate a staff capacity building plan and identify suitable capacity building approaches for MEC programme staff at different levels;
    • Facilitate access to capacity building and structured training of WVM staff and partners for the purposes of achieving quality teaching and learning. This may include active involvement in training, engagement of trainers, establishing institutional links, identifying opportunities for staff exchange or mentoring;
    • Document best practices and feed programme lessons learned into existing project models and implementation guidelines for ECD and NFE;
    • Share programme lessons learned with other INGOs/ NGOs/ UN agencies and government partners through the Education Technical Working Group (ETWG) and ECCD/ NFE sub-sector working group meetings.

      Myanmar Education Consortium transitioned to an independent grant mechanism aimed at supporting civil society to deliver quality education services
    • Be part of the MEC Executive Committee and work with representatives of Save the Children Myanmar and the Burnet Institute to ensure complementarity and coherence between the three consortium programmes;
    • Manage and support the transition of the MEC into a flexible, multi donor pooled fund;
    • Build, record and disseminate the evidence base around programme outcomes;
    • Attend regular MEC coordination and donor meetings.


KNOWLEDGE, SKILLS & ABILITIES:
      REQUIRED:
    • MSc/MA in Education, Social Science or any related field
    • In-depth knowledge on program design, monitoring and evaluation
    • Competent in use of Microsoft Office computer programs
    • Excellent written and oral communication skills Essential
    • Knowledge of humanitarian industry, program development, resource acquisition, and donor relations
    • Accuracy and attentiveness to detail

      PREFERRED:
    • MSc/MA in Education Social Science or any related field
    • At least 5 years of experience in education development programming work
    • Experience monitoring and evaluating child learning gains
