ContextOxfam Novib is implementing the Oxfam Southeast Asia (SEA) programme as part of the Oxfam Joint Regional Analysis and Strategy (JRAS) and the Oxfam Novib Global Actor Strategy (GLAS). The Oxfam Novib SEA regional programme consists out of two programmes, programme 1 Access to resources and fair markets and financial systems that includes three sub components (1) land and water grabbing, private sector investments and regulatory frameworks, financing institutions behind private sector expansion, (2) water governance, (3) Oxfam International BRICSAM/G20 strategy; and, programme 2 that includes Right to social and political participation and right to an identity with specific focus on women’s rights. We work with social movements, CSOs and their coalitions and alliances, the ASEAN bodies and Governments to influence, popularise and implement key international and continental policy standards, pledges and human rights instruments. We also support a strong and autonomous Southeast Asian campaigning force of coalitions, alliances and social movements around their own objectives.

Objective of the positionTo ensure delivery of the SEA regional/GLAS – Global Actors’ strategy – Programme and contribute to the Lao programme, to contribute towards setting the strategic direction; and, to contribute to strengthen Oxfam (Novib) knowledge, expertise and practice on gender and women rights in the region.

Main tasks

  • Provide leadership and direction for implementation of the SEA regional programme, and ensure that targets and strategic objectives are achieved in line with the Oxfam East Asia JRAS framework and the overall Oxfam (Novib) Strategic Plan.
  • Provide programmatic and technical advice pertaining gender and women rights to the Vietnam, Cambodia, Myanmar and Lao Oxfam (Novib) team. Particularly support the Lao country team on developing the gender Lao portfolio, and Oxfam staff capacity building on gender mainstreaming.
  • Manage a small team of regional programme officers on a day to day basis, manage regional budget and to perform all HR tasks. 
  • Oversee the reporting function of the team and ensure that reporting and other (donor) requirements are met in line with donor agreements and Oxfam (Novib) policies and routing procedures. 
  • Within the framework of the Southeast Asia strategy, identify opportunities for funding, and develop proposals. Pro-actively initiate and maintain contacts with donors, and other relevant stakeholders. 
  • You collaborate with the Oxfam Country Leadership Teams in the countries where the Novib SEA Programme is active, you ensure linkages between the Oxfam Novib regional SEA programme and country level priorities, as well as regional and global level Oxfam advocacy and campaigning priorities. 
  • You liaise with Oxfam global gender justice groups, Oxfam regional programme, advocacy and coordination groups, and with Oxfam country directors in the region.
  • Ensure high quality project planning, monitoring and evaluation including regular field visits to countries where the SEA programme partners are located, communication of progress and results and grant management.
  • You work autonomously with significant financial and representational responsibilities. At a regional level, and in collaboration with Oxfam, represent the organisation on Southeast Asia issues.
  • You report to the Oxfam Novib East and Southeast Asia Regional Director and have direct contacts with other relevant units at Oxfam Novib Headquarters (Knowledge and Programme Management, External Funding, Quality & Control etc). You liaise directly with financial officer and institutional funding officer on financial matters.

You

  • Have a relevant Masters degree, preferably in a development-related field.
  • Can demonstrate a minimum of 5 years of relevant working experience in similar positions and have affinity with international development issues; familiarity with the rights-based approach.
  • Have extensive experience on gender and women rights in theory and practice, with solid knowledge of participatory methodologies.
  • Have human resources experience and experience with leading and inspiring a team.
  • Have proven experience of programme and financial management and coordination of complex programmes.
  • Have direct experience working with non-governmental organisations, good insight into their management systems, and are knowledgeable about the contribution they can make in development and strengthening civil society.
  • Have several years of experience in implementing advocacy programmes and you will preferably also have demonstrated knowledge of the ASEAN and its bodies as well as experience in implementing regional or continental wide programmes.
  • Have excellent analytical and communication skills and demonstrable ability to think strategically, innovatively and practically to improve programme quality.
  • Have good communication skills and fluent command of English both in writing and speaking. Knowledge of the region languages is a plus.
  • Have well developed interpersonal, intercultural and team skills and proven ability to be flexible and sensitive in demanding situations.
  • Have experience in raising funds from international donor agencies.
  • Have organisational and administrative experience and qualities.
  • Travel frequently within the region.

This is an international position. Oxfam Novib is committed to providing you with a competitive, fair and comprehensive pay and benefits package that is justifiable to our donors.  The salary range for this position is set in scale 10 with a salary range between € 2.339,- and € 4.969,- based on a 40 hour working week, actual salary will be based on relevant experience for this position. The position will be based in the Oxfam office in Vientiane Lao PDR, and forms part of the wider Oxfam (Novib) team in Vientiane, and in the region, including the country offices for Vietnam, Cambodia, Myanmar, Laos.
