In Afghanistan, Oxfam Novib is implementing a developmental, humanitarian and campaigning programme together with local NGOs and in close collaboration with other Oxfams. Within Oxfam International, in Afghanistan Oxfam Novib is the lead in the country leadership team, for humanitarian preparedness and response, for security and for the Rights in Crisis campaign.

Objective of the position To facilitate and monitor the campaign and program activities of Oxfam in Afghanistan  in close collaboration with the program team, Oxfam affiliates and particularly the Steering Committee of RIC Afghanistan (60% of the time).
In addition to the positionON is developing a program on UN Resolution 1325 and the person recruited for this position will also be responsible for implementation of this program (40% of the time).


Main tasks

  • To update, lead, facilitate on implementation and monitor the Oxfam RIC campaigning strategy and action plans for Afghanistan in close collaboration with the RIC Afghanistan steering committee. To facilitate input and ensure sign off by the affiliates involved;
  • To facilitate the updating of objectives, messages, power analysis and actions as the context changes and opportunities arrive. This includes perspectives from partners and programmes;
    To liaise with programme staff and affiliates to ensure proper risk management (both brand and programme security);
  • To ensure project/programme proposals and activities are in line with Southern campaigning principles and are relevant to Oxfam’s ambition to become a global campaigning force;
  • In coordination with the team, to represent Oxfam (Novib) to external advocacy, campaigning and/or media stakeholders;
  • To contribute to Oxfam (Novib’s) internal annual and/or quarterly planning and reporting;
  • In coordination with the team, to provide advice and analytical input into programme proposals developed by ON and/or with ON partners, the strategic plan of the target country and other strategic documents within the organization;
  • To assist in identifying and developing, in close coordination with other Country Office  staff, new programmes or initiatives that can be eligible for external funding;
  • To contribute to regular analytical reports, sitreps, security analyses and other communication on relevant political/economic developments in the country/region and on advocacy/campaigning efforts of Oxfam and its counterparts to internal and external stakeholders;
  • To ensure that campaign activities are effectively linking global/regional/country work and North-South campaigning;
  • Chairing and steering Crisis Campaign Groups (ART) telcons;
  • Discuss and provide input on actions/products relevant for the strategy. Allocate tasks and agree timelines amongst the group;
  • To ensure transparency in terms of decision-making, resourcing, consultation on products and activities, sign-off and implementation of activities and actions;
  • Ensure that relevant colleagues in country and within affiliates have been consulted and are in agreement with proposed actions or products;
  • To seek to engage affiliates and OI offices in implementation of the strategy, and contribute to mobilise the necessary resources for implementation;
  • Ensure monitoring and evaluate progress against objectives, (and to share any lessons learnt across Oxfam International) and to conduct external reviews/evaluations;
  • Create specific forums for learning and reflection e.g. at face-to-face meetings.

Requirements

  • Natural ‘connector’;
  • Team player and team builder in a multi-cultural setting; ability to stimulate and coordinate teamwork. Strong facilitation and coaching skills;
  • Experience in policy, advocacy, media or campaign work at local, national and international levels;
  • Experience in organisational analysis, program development and grant management;
  • Proven ability to work efficiently in a fast-paced environment; to troubleshoot and follow projects through to completion, consistently on schedule, without loss of attention to detail and budget;
  • Flexibility and willingness to work simultaneously on a wide range of tasks and projects and ability to prioritize tasks;
  • Poised, works well under pressure and attentive to detail;
  • Excellent listening and communication skills with sensitivity to cultural communication differences;
  • Pleasant, diplomatic manner and disposition in interacting with senior management, and co-workers;
  • Knowledge of and working experience in the region, preferably Afghanistan is a plus;
  • Proficiency (in writing and narrative) in English. Knowledge of Dari/Pasto is a plus.

We offerA competitive, fair and comprehensive pay and benefits package that is justifiable to our donors.  We offer a gross salary in the range from € 2,896,- to € 4,456,- (scale 9) on the basis of a 40 hour working week. This is excl. 8% holiday fee, an additional international staff package will be offered in line with Oxfam Novib’s Collective Labour Agreement.
