Human Resources Division, Budget, Personnel, and Management Systems Department

Job Purpose:

Undertake a broad range of human resource functions to contribute to the development, implementation, and improvement of personnel policies and programs to support the goals of the Human Resource (HR) Strategy, including, but not necessarily limited to, recruitment at international level, career management, performance evaluation, review and development of human resources policies and procedures, staff services, and other human resource-related projects. Work within broad policies and objectives with supervision for unfamiliar or critical tasks.

Expected Outcomes

a. HR Strategy and Policy
- Undertake the development, implementation, and improvement of personnel policies and procedures to support the goals of the new HR Strategy and assist in the required reorientation of BPHR organization and function, as needed.
b. Recruitment
- Contribute to the establishment, improvement and implementation of systems to ensure the timeliness of processing and quality of staff at entry through the selection/recruitment process.
- Facilitate the development and placement of advertisements and evaluate external and internal applicants for assigned departments.
- Implement, review and improve the recruitment and selection process and procedures, as well as the related assessment processes.
- Coordinate with heads of assigned departments/offices to ensure vacancies are filled on a timely basis, taking into account skills requirements, maintenance of nationality, gender, and age balances, and staff level allocations.
- Support the development and placement of advertisements and evaluate external and internal applicants for assigned departments.
- Participate in selection panels and recruitment missions.
c. Personnel Action
- Analyze and make recommendations for staff promotions, transfers, and other types of personnel actions.
- Liaise with client departments on various HR issues.
- Conduct career counseling sessions.
- Conduct exit interviews for professional staff.
d. Leadership and Accountability
- Contribute to the development and implementation of programs aimed at strengthening leadership capabilities and accountability, including those encompassing performance management, coaching, mentoring, tutoring skills, etc.
e. HR Programs
- Participate in other human resources-related projects and ensure that these are aligned to the strategic needs of ADB.
- Conduct placement and counseling for Young Professionals (YPs).
f. Staff Supervision
- Provide leadership and support to reporting staff.
- Supervise the performance of reporting staff, providing clear direction and regular monitoring and feedback on performance.
- Ensure the on-going learning and development of reporting staff.
g. Knowledge Sharing
- Participate in and contribute to relevant internal and external training and conferences and other activities for advocacy, dissemination and knowledge building.

Educational Requirements:

Master's Degree, or equivalent, in Business or Public Administration, Human Resources, Economics, Social Sciences or related fields; or University degree in Business or Public Administration, Human Resources, Economics, Social Sciences or related fields and at least 5 years ADB work experience.

Relevant Experience And Other Requirements:

- Suitability to undertake the responsibilities mentioned above at the required level.
- At least 8 years of relevant experience on various facets of human resources management, training and development, preferably in international development finance institutions or multinational organizations.
- Excellent oral and written communication skills in English.
- International experience working in several countries.
