Overview
For the past five years Checchi and Company Consulting has been implementing the USAID/SUPPORT project in Afghanistan. During this time, SUPPORT has conducted an extensive number of gender analyses, project evaluations, project designs, data quality assessments, and third party monitoring activities. Checchi has recently begun implementation of the SUPPORT-II project which will continue to provide services to USAID/Afghanistan to improve overall efficiency and effectiveness of USAID/Afghanistan’s programs. As USAID/Afghanistan embarks on a transition strategy in preparation of diminishing foreign assistance in 2014, the imperative to position educated women who can be drivers of social chance is critical. USAID’s strategy for women in transition is to invest in opportunities that enable educated women to enter and advance into decision making positions in Afghanistan’s public, private and civil society sectors.

Position Summary
To this end, USAID is conducting gender analyses of both existing and proposed projects in Afghanistan to ensure that women are full-fledged participants in and beneficiaries of USAID project resources. Given the obvious disparities in women’s access to resources in Afghanistan, the focus of the gender analysis is on identifying opportunities in project and activity design; project management and staffing; implementation modalities; and opportunities to build the capacity of female counterparts. The purpose of theses gender analyses is to ensure that Afghan women have equitable opportunities to participate in, contribute to and benefit from USAID’s existing and upcoming programs.

Responsibilities
The Gender Analyst will conduct a literature review and conduct an in-country analysis of women’s participation and constraints to participation; identify opportunities; and present a set of actionable recommendations for program design, management, and implementation. The assignment deliverable is a report that clearly presents evidence-based findings, conclusions and recommendations.
The assignment will be conducted with 30 days’ Level of Effort (LOE) of which approximately 21 days are required for in-country work.
SUPPORT-II is currently recruiting for a gender analysis to be conducted for projects in the Health Sector.

Qualifications
●      Advanced degree
●      Minimum of seven years of experience working in international development
●      Experience implementing projects involving women’s empowerment
●      Health-sector experience (preferred)
●      Experience working in Muslim countries
●      Ability to quickly synthesize information and identify opportunities
●      Excellent writing skills and demonstrated experience in analytical writing
●      Excellent interpersonal skills
●      Proficiency in Microsoft Word and report formatting
