Org. Setting and Reporting
The Inspira Technology Shared Services Centre was created in September 2009 to support the introduction of Peoplesoft-based applications for human resources talent management in the global United Nations Secretariat.  The Centre falls within the Office of Human Resources Management, Department of Management, and is located in Bangkok, Thailand.

Responsibilities
  • Within delegated authority, the Associate Information Systems Officer will be responsible for the following duties associated with the Inspira Technology Shared Services Centre (ITSSC):
  • Reporting and Peoplesoft Module Management, by conducting defect resolution and root cause analysis of technical issues identified within the performance management, learning management and recruitment modules in PeopleSoft 
  • Undertakes application configuration by executing functional setups of PeopleSoft reconfiguration.
  • Provides technical support to Performance Management and Recruitment modules within PeopleSoft to solve programme bugs, data problems or Interface problems
  • Undertakes Technical System administration including work flow development ensuring that the system performance is running effectively and meeting performance targets which involves testing and providing improvement suggestions to the Development Team in tuning the SQLs & Programmes for better performance
  • Implements Application upgrades and patching; coordinates system testing and technical support for enhancements delivered by the Vender (major and minor); takes part in the whole activity representing the Production support Team; and, is responsible for coordinating System testing and new changes to system configuration
  • Participates in running processes and scheduling reports which involve the preparation and extraction of data from PeopleSoft to support reporting requirements for Inspira Team, OHRM and other stakeholders.  Such reports vary from regular reports to ad hoc reports, simple to complex.
  • Manages security administration of the system to ensure correct access and usability for all PeopleSoft users; monitors and maintains the system as a highly secured one; and, ensures the system meets the expected audit controls and reviews the user security periodically.
  • Undertakes system maintenance and monitoring; supports background process and jobs; ensures that the daily and weekly processes are scheduled to run in production; ensures and monitors the timely scheduling and completion of those processes; ensures that such processes are completed successfully.
  • Participates in Change Management processes related to systems; actively participates in discussions with stakeholders to ensure system change processes are feasible when necessary (weekly, monthly), usually is required whenever a new module or changes request (cut over) comes into production.  In such cases, the incumbent is in charge of performing the operation smoothly on the technical side.
  • Provides guidance and support to new/junior staff: gives advice and technical training on systems issues to assist staff  (two general service and two junior technical consultants) multiple times per day on PeopleSoft related technical issues, ERP and security database.

Education
Advanced university degree (Master's degree or equivalent) in computer science, or related area. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience
A minimum of two years of progressively responsible experience in Oracle applications (PeopleSoft) development in People Tools 8.5 and above is required. Experience in configuring PeopleSoft Talent Management and E-performance is highly desirable.
               
Languages
English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English is required.  Knowledge of another official United Nations language is an advantage.



Assessment Method
Qualified applicants will be evaluated through a competency-based interview and/or other assessment methods.

This is a fixed term appointment for one year. A fixed-term appointment, irrespective of the length of service, does not carry any expectancy, legal or otherwise, of renewal or of conversion to any other type of appointment in the Secretariat of the United Nations.
This post is financed by the Support Account for Peacekeeping Operations. Extension of appointment will be subject to budgetary approval.
