Job Purpose:

To provide technical and operational support to the Kazakhstan Resident Mission (KARM) in handling loans and technical assistance (TA) processing and administration. To provide support in sector work and other general activities in the field of public and private sector development of infrastructure projects.

Expected Outcomes

Under the guidance of a senior staff, contributes independently to the RM by completing a variety of tasks assigned, covering all or a combination of the following functions, depending on the situation/requirements of KARM:
A. Project and TA processing
  • Assists in reviewing the adequacy and appropriateness of technical specifications of works as required
  • Liaises with government officials, development partners, private sector partners, and other stakeholders for arranging meetings and joins the meetings as required
  • Gathers data and information, and assists in designing project implementation arrangement and cost estimate
  • Provides support for undertaking policy dialogues with government on sector policy and institutional aspects
  • Monitors compliance with loan covenants included in project loan agreements, including loan covenants related to sector reform and project specific loan covenants and ADB safeguard policies
  • Provides support in reviewing draft concept paper (CP) and Report and Recommendation of the President (RRP), and participates in peer review, CP review and management review meetings to discuss the comments
  • Prepares and monitors project readiness filters, follows up completion of government procedure for negotiation, and arranges loan/grant signing
B. Project and TA administration
  • Liaises with and supports HQ, government agencies, to facilitate administration and monitoring of ADB-financed loan and TA projects; and ensure the implementation of the agreed plan for managing project
  • Liaises and cooperates with co-financers for administering the project implementation
  • Monitors the implementation progress of assigned projects, prepares the related reports, and initiates changes in project scope and implementation arrangement as needed
  • Prepares and updates forecasts of contract awards, disbursements; and identifies the factors that causes shortfalls and undertakes measures to expedite achievement of target levels where possible
  • Identifies issues and undertakes actions to address them through interactions with executing agencies (EAs), contractors, consultants, and project beneficiaries; and monitors the implementation of the agreed measures
  • Monitors the implementation of the Procurement Plan, reviews procurement documents including draft technical designs and cost estimates, and prepares internal procurement papers for seeking ADB’s approvals
  • Observes the utilization of funds and ensures timely reallocation of loan/TA proceeds via seeking management approvals
  • Monitors estimated project and loan/TA closing dates and seeks approvals for extension of loan/TA closing dates
  • Reviews compliance of loan covenants and fulfillment of special conditions, and provides advice to government ministries and EAs as needed
  • Explains to government ministries and EAs on ADB guidelines on procurement, recruitment of consultants, disbursement, and anticorruption, and safeguard policy to ensure smooth project implementation
  • Prepares or involves in the preparation of Project Completion Reports and TA Completion Reports as needed
  • Supports or participates in Project Review and Country Portfolio Review/ Quarterly Portfolio Review as a mission leader/or a mission member when required
  • Collates and compiles background information for the preparation of Annual/Quarterly Portfolio Review Reports, Country Partnership Strategy, and Country Operations Business Plan; and assists in updating lending and non-lending products
C. Sector work
  • Maintains close cooperation with other development partners, undertakes meetings and consultations with them, and assists in preparation of sector assessments for programming purposes
  • Maintains up-to-date knowledge base of future government investment plans and approval processes, organizational structure and policies relevant to the assigned sectors
  • Where required, acts as the focal point for Infrastructure and maintains close relationships with the relevant government agencies and HQ staff
D. Other Operational Support
  • Helps to organize, contributes to, supports, and participates in meetings, conferences, seminars, and workshops
  • Produces documentations, as required, on the tasks undertaken in relation to the above
  • Assists in disseminating project and TA results and knowledge products to stakeholders and public
  • Performs other duties that may be assigned as reflected in the incumbent’s work plan

Educational Requirements:

  • Bachelor's degree in the fields of engineering, management, or related fields of expertise, preferably with advanced training. Post graduate degree an advantage.

Relevant Experience And Other Requirements:

Work experience
- At least 6 years relevant experience in project management, research, procurement; related experience in international agencies will be an advantage.
Technical knowledge
- Strong planning and organizing skills to handle many tasks with deadlines.
- Good computer skills covering word processing and spreadsheets, and preferably with knowledge of data management and graphics software.
- Familiarity with local institutions.
- Effective report-writing and communication skills in English and Russian.
People and supervisory skills
- Able to guide Administrative Staff (AS) to facilitate work planning, delivery, quality review
- Good interpersonal skills in multicultural team environment.
- Able to work collaboratively with teams as a constructive team member.
