Associate Programs Officer - Asian Development Bank - Cambodia

Job Purpose:

To support the Country Director and Senior Country Economist in preparing the Country Partnership Strategy (CPS), Country Operations Business Plans (COBP), and Country Performance Assessments (CPA). To maintain and update the country assistance pipeline, support and monitor project processing, manage knowledge work/products, and act as the focal point/coordinator in the Cambodia Resident Mission (CARM) on regional cooperation programs and trade-related activities.


Expected Outcomes

Under the guidance of a senior staff, contributes independently to the work unit by completing a variety of tasks assigned, covering all or a combination of the following functions:


Strategy and Programs
- Support the Country Director and Senior Country Economist in preparing and formulating the CPS and the annual COBP, and maintain and update the country assistance pipeline.
- Prepare and provide inputs to ADB-wide annual briefing materials and planning exercises, including but not limited to, the accomplishment report, development effectiveness reviews/briefs, the annual meeting country brief, work program and budget framework, and department and resident mission work plans.
- Monitor project and technical assistance processing status and provide regular updates to the Country Director and Senior Country Economist.
- Serve as co-team leader in coordinating the annual CPA
- Maintain dialogue and coordinate with government’s ministries/agencies, development partners and relevant stakeholders in support of ADB programs in Cambodia and its regional cooperation initiatives.

Regional Cooperation Programs and Initiatives and Trade-related Activities
- Act as country focal point for all ADB-led regional cooperation programs, mainly the Greater Mekong Subregion (GMS) programs by participating in planning, implementing, and monitoring of regional cooperation programs and initiatives in the country and facilitate their coordination with ADB's regional initiatives and activities being undertaken in other countries.
- Assist in preparing and updating regional cooperation strategies and programs, and country assessments, their integration into ADB's Cambodia program, and organizing consultations with relevant government agencies and stakeholders. Assist in identifying and developing potential new regional cooperation initiatives and ensure that they are consistent with and complementary to Cambodia country operations
- Organize and assist in the logistics and other arrangements for in-country consultations, capacity building workshops and conferences, such as meetings of sector working groups/ forums, senior officials' meetings, ministerial conferences, and GMS Summits
- Act as coordinator to support the senior country economist on trade-related activities, including participating in activities of the Enhanced Integrated Framework of the WTO at the Ministry of Commerce, and other related activities

Project Management
- Support team leaders in project processing in selected sectors and coordinate the implementation of technical assistances

Knowledge Management
- Manage and monitor the production of knowledge products, and in coordination with the External Relations Officer, disseminate these products and information to a wide range of stakeholders, including communities and beneficiaries at the grass root level

Support to Other ADB-wide Initiatives
- Support other ADB-wide activities of cross-cutting nature as assigned, such as in climate change related issues, results monitoring, program evaluation and capacity building. Conduct reviews of ADB documents, including loan and technical assistance documents, and undertake administrative tasks as requested.

Educational Requirements:

Bachelor's degree in Economics, Economic Development, Public Policy and Administration, or other related fields; preferably with advanced training

Relevant Experience And Other Requirements:

Work experience
- At least 6 years of relevant professional experience in project management and implementation
Technical knowledge
- Demonstrated expertise and experience within the assigned sector
- Experience & knowledge of various stages of the project cycle (project planning / feasibility analysis / detailed design / project implementation / construction supervision / contract management) is desirable
- Sound knowledge of government administrative systems and procedures
- Familiarity with accepted best practices of procurement and disbursement processes
- Effective report-writing and communication skills in English
People and leadership skills
- Able to guide Administrative Staff (AS) to facilitate work planning, delivery and quality review
- Able to liaise and work effectively with government officials within own work location
- Able to work collaboratively with teams as a constructive team member.
- Strong oral and written communications skills
