Assistant Manager I - Accounts Payable (RAS-2012-251-DL) - International Rice Research Institute - Philippines

Basic purpose
The successful candidate will plan, direct and coordinate the activities of the Accounts Payable Section within the Financial Operations Unit and ensures that supplier's invoices, billings and other disbursements are properly processed for payment without delay and are properly monitored and controlled in accordance with Institute policies and guidelines.
Roles and responsibilities - Ensures strict adherence to IRRI's policies and procedures covering purchasing and disbursements
- Checks and analyzes supplier's invoices, requests for payments before final posting and check preparation
- Recommends policies and procedures for the improvement in processing payables and efficiency of the systems. Conducts random tests of purchase order prices and inspection of deliveries when deemed appropriate
- Examines queries, reconciles accounts, coordinates with supplier's and debtor's queries and ensures prompt response
- Validate suppliers' and contractors' compliance with mandatory government regulations (SSS, Philhealth payments etc.)
- Understands and interprets contracts, agreements with donors, suppliers and third parties and ensure strict adherence
- Ensures completeness of records, agreements and contracts affecting Institute debtors and suppliers
- Develops control procedures to minimize and eliminate errors that may affect disbursement
- Analyzes and monitors balance sheet accounts affecting payables and disbursements, ensuring resolution of long outstanding open accounts
- Coordinates and ensures that month-end and year-end closing activities are accomplished and deadlines met
- Perform all other related duties that may be assigned from time to time by the Senior Manager and Assistant Manager


Qualification Requirements:


- University degree in Bachelor Science in Business Administration major in Accounting, preferably CPA
- At least 5 years experience in a multi-national or non-profit oriented firm at supervisory level
- Excellent oral and written communication skills
