Project/Proposal Summary: 
In June 2011, MSI was awarded the Independent Monitoring and Evaluation Contract (IMEC).  On IMEC, MSI will provide verification, monitoring and evaluation, reporting throughout Pakistan, and across all projects that USAID is supporting.  The goal is to assess whether USAID resources are well-spent and achieving desired results and to prevent waste, fraud, and abuse in the administration of programs, regardless of the implementation mechanism.

Position Summary:
USAID’s Office of Transition Initiatives has commissioned MSI-IMEC to conduct an assessment of the drivers of violence and violent extremism among youth in Karachi.  In particular, the study will look at the phenomena in Lyari, Korangi and Sultanabad.  In the backdrop of violence and extremism attributed to religious, ethnic/sectarian/linguistic, and political dimensions, the assessment will look at factors that contribute to youths’ participation in, or support of organized violence by different factions in the targeted communities of Karachi.

The Team Manager will lead a four to six person team in examining the contributing factors, and the extent to which youth ascribe to or participate in organized violence in Karachi.  The study will employ a mixed methods approach, involving substantial review of the existing literature, its review, and fieldwork.  Major tasks for the assessment include:
• A desktop review of existing literature on the nature of emergence/ evolution of youth violence in Karachi, focusing on political, sectarian, religious and criminal groupings
• Identification and use of existing secondary sources of socio, economic, political and cultural data for analysis
• Primary data collection involving key informant interviews and group interviews of a range of representatives from identified political/ religious/ ethnic groups, academia, government, the NGO community, community leaders, and youth, for example
• Administration of youth focus groups, household and/or youth surveys, analysis, and report writing
With a level-of-effort of about seven to eight weeks, the assignment is expected to begin on/about November 15, 2012, and continue through February 15, 2013.

Responsibilities:
• Co-lead the design of the assessment framework
• Lead creation of the assessment work plan and primary data collection instruments
• Lead implementation of fieldwork in Karachi
• Lead analysis of data
• Participate in and synthesize writing among team members of the draft and final reports
• Lead a mid-term and out-briefing for USAID highlighting findings and conclusions in a PowerPoint  presentation

Qualifications:
• At least 15 years of experience in international research
• Expertise in youth violence and/or violent extremism in Asia
• Field experience in Pakistan, Karachi preferred
• Master’s Degree or Ph.D. in relevant field
• Strong qualitative research skills; quantitative skills a plus
• History of consulting and/or directly working for USAID, DFID or another bi-lateral or multi-lateral  institution
• Experience leading teams in conducting field research
• Fluency in English required
• Excellent writing skills
