Project/Proposal Summary: 
In June 2011, MSI was awarded the Independent Monitoring and Evaluation Contract (IMEC).  On IMEC, MSI will provide verification, monitoring and evaluation, reporting throughout Pakistan, and across all projects that USAID is supporting.  The goal is to assess whether USAID resources are well-spent and achieving desired results and to prevent waste, fraud, and abuse in the administration of programs, regardless of the implementation mechanism.

Position Summary:
USAID’s Office of Transition Initiatives has commissioned MSI- IMEC to conduct an assessment of the drivers of violence and violent extremism among youth in Karachi and South Punjab.  The assessment will look at factors that contribute to participation in or support of violent extremism groups and insurgency by different factions in the region.

Two teams, one for Karachi and the other for Southern Punjab, will be led by a Team Leader and comprised of three to five team members each. The study will employ a mixed methods approach, involving substantial review of the existing literature, its review and fieldwork. MSI expects the Team Leader to identify and build upon synergies between the two teams, use the same methods to ensure quality control, and produce similar high quality products. The position will last for nine to ten weeks and is expected to begin on/about November 15, 2012, and continue through February 28, 2013.

Responsibilities:
• Work with the Senior Advisor for Monitoring to design and lead the assessment team planning     meetings
• Lead the design of the assessment framework
• Review and provide feedback on the data collection plans and data collection frameworks
• Develop a data analysis plan
• Oversee the completion of fieldwork
• Guide development of the report outline
• Manage writing assignments of team members
• Review, provide feedback on, edit, and finalize assessment reports
• Review and participate mid-term and out-briefing for USAID, highlighting findings and conclusions

Qualifications:
• At least 20 years of experience working in international development
• Ph.D. or Master’s Degree in relevant field
• Strong social science research skills
• Demonstrated management of technical teams conducting field and analytic work
• Fluency in English
• Published articles, reports, monographs, etc.
• Excellent writing skills.
